A Palatine woman died early Sunday after she was struck by a vehicle on Rand Road near the Stonebridge of Arlington Heights apartment complex Saturday evening. Police, firefighters and paramedics from Arlington Heights responded about 6:13 p.m. Saturday, December 30, 2023 to a report that a pedestrian was hit by a vehicle near Arlington Heights Road and Chestnut Avenue in Arlington Heights.

Police were first on the scene and reported the patient was in the westbound lanes of Rand Road just past Chestnut Avenue.

Arlington Heights Fire Department paramedics transported the Palatine woman to Level 1 Trauma Center Advocate Lutheran General Hospital in Park Ridge.

Laura Farinosi, age 42, of Palatine was pronounced dead at 1:18 a.m. Sunday, December 31, 2023 at Advocate Lutheran General Hospital, according to the Cook County Medical Examiners Office.

There are no crosswalks across Rand Road (US-12) located within 1,000 feet in either direction from where Laura Farinosi was struck. The stretch of US-12 is sparsely illuminated by street lights on the north side of the highway with over 400 feet of distance between street lights, according to Google Maps satellite view. There is also no sidewalk on the north side of US-12.

Police were working at a large scene along Rand Road from just west of Chestnut Avenue to the Stonebridge Driveway about 750 feet west of where Laura Farinosi was down on the highway. A white pickup truck with a cap was located in the right lane about 600-700 feet west of the victim. The scene was a little difficult to understand because the white pickup truck was down the highway (Route 12) a significant distance, and there was a sedan located in the Stonebridge apartment complex driveway (Stonebridge Drive) off of Rand Road. Several police vehicles were near that vehicle — a dark sedan. A young male was possibly driving that vehicle.

A male adult was also apparently driving the white pickup truck.

Also, a sedan with several people around it was located near where the victim was down after being hit.

The westbound lanes of Rand Road (Route 12) were closed during the rescue operation for the pedestrian, but lanes were opened soon after the ambulance left the scene. Police activity continued for a longer period with the sedan and driver stopped with police on Stonebridge Drive.

The Arlington Heights Police Department did not initially release information about this fatal crash involving a pedestrian, but the crash is under investigation, according to police.

The Speed Limit on Rand Road (US-12) is 45 MPH at the crash scene, according to Google maps Street view images. The 45 MPH Speed Limit for US-12 West begins where the highway passes the west end of the Arlington Plaza shopping center parking lot. The 45 MPH Speed Limit is a step up from 35 MPH.

US-12 is a four-lane highway (two lanes in each direction) with an additional left turn lane from US-12 East to northbound Chestnut Avenue. There is also a left turn lane from US-12 West to Techny Road on the south side of US-12. The Techny Road intersection is aligned with the Chestnut Avenue intersection on the north side of US-12.

Chestnut Avenue also continues on the south side of US-12, but it is not aligned with Chestnut Avenue on the north side. There is no left turn permitted to southbound Chestnut Avenue from US-12 West.

There is a shallow, grassy berm between the curb and a long, ravine-like reservoir that separates US-12 from the apartment complex property.
