Two Waukegan Residents Arrested Following Large, Unruly Party in Unincorporated Round Lake

Two male Waukegan residents were arrested after midnight Sunday when one threw a bottle and struck a Lake County sheriff’s deputy, and another attempted to punch a Round Lake Police Officer at the scene of an unruly party. The incident occurred while Lake County sheriff’s deputies and local police agencies were dispersing the unlawful gathering.

On Sunday, October 22, 2023, at approximately 12:10 a.m., Lake County Sheriff’s Deputies responded to the 24500 block of West Stub Avenue, unincorporated Round Lake for a report of a large, unruly party. Sheriff’s deputies arrived and located approximately 100 people at a home, creating a disturbance for the neighbors in the vicinity.




The party hosts had everyone disburse from the home, however, the guests then flooded the neighborhood, being unruly in neighbor’s yards, drinking alcohol in the roadway, and blocking traffic with their cars. Additional sheriff’s deputies and neighboring police officers arrived to assist in dispersing the uncooperative crowd. Some of the crowd began to leave, but some continued to be disruptive and unruly.

Ramon Basurto, 21, of the 100 block of North McAree Road, Waukegan, threw a bottle of beer at a sheriff’s deputy, striking the deputy in the shoulder. He was arrested and transported to the Lake County Jail. Another individual, Jarvion Allen, 21, of the 1200 block of Elmwood Avenue, Waukegan, attempted to punch a Round Lake Police Sergeant and then fled on foot. Deputies and local police officers took him into custody after a brief foot chase.

While being transported to the jail, Allen threatened to come to the deputy’s home and murder the deputy and his family.

After reviewing the facts and circumstances of the case, the Lake County State’s Attorney’s Office approved the charge of aggravated battery to a peace officer for Basurto. Allen was charged with aggravated assault on a peace officer and threatening a public official.

Basurto and Allen remain held in the Lake County Jail pending First Appearance Court.

All defendants are presumed innocent unless proven guilty in a court of law.
