According to the Park Ridge Police Department, at approximately 2:38 p.m. Saturday, July 15, 2023, two Park Ridge Officers were transporting a male prisoner, who was wanted on a Lake County warrant, to the Lake County Jail.

While enroute to the jail, northbound on I-294, officers noticed the offender acting erratically in the back seat. The officers further noticed that the offender, who was handcuffed with his hands behind him, had slipped the handcuffs in front of his person. The officers pulled their squad car over to the shoulder of northbound I-294 at mile marker 52 — near Lake Cook Road. Park Ridge police officers immediately advised dispatch of their location, and requested assistance from Illinois State Police due to the offender’s behavior.

While Park Ridge police officers attempted to re-secure the offender and de-escalate his behavior, the offender broke free. Park Ridge police officers utilized a Taser on the offender; however, it was ineffective. The offender then ran across the northbound lanes of traffic, jumped over the concrete barrier, and continued to run into the southbound lanes of I-294.

A Good Samaritan and retired Prospect Heights Fire Protection District firefighter saw the fleeing prisoner and attempted to assist the Park Ridge police officers. According to the retired firefighter, who is also a military veteran, he attempted to stop or slow down the fleeing prisoner. He stopped his maroon Ford van, but he exited the van with the keys in the van, and the engine still running.

The offender then threw the Good Samaritan to the ground and approached the man’s maroon-colored Ford van that had been stopped in the southbound lanes. The driver of the van was slightly injured and bloodied, and watched the prisoner drive his vehicle away in the southbound lanes of I-294 — still fleeing from the Park Ridge police officers.

On westbound Lake Cook Road, the offender continued to flee in the maroon van, which was initially reported to have been a maroon GMC van by police during the pursuit. A crash occurred at Lake Cook Road and Portwine Road, but there was initially no confirmation from authorities whether the maroon van was involved in the crash, or whether the offender’s driving of the van caused the crash of uninvolved vehicles.

The offender turned around and headed eastbound on Lake Cook Road, and then turned in to a townhouse neighborhood just south of the Discover Financial Services property.

According to the Park Ridge Police Department, at approximately 3:19 p.m., the offender was in the area of Lake Cook Road and Caribou Crossing in Northbrook, where he exited the Ford van and proceeded to commit a second vehicular carjacking. The offender took a blue, late-model Chevrolet Camaro by physical force from its owner. The offender again threw another motorist to the ground, which slightly injured and bloodied the victim. The victim hurried to a neighbor’s residence to get help while his Camaro was driven away.

A Ring camera captured the image of the Chevy Camaro as the offender headed north on Caribou Crossing. The offender left the maroon van parked facing southbound on Caribou Crossing — south of Deer Trail — before choosing the Camaro, which was located near where the maroon van was parked. The offender sped away with the Chevy Camaro northbound on Caribou Crossing, and entered northbound I-294.
