Two Charged After Fox Lake Man Shot and Killed at His Condo

Lake County Task Force Investigators and Fox Lake Police Detectives conducted a thorough investigation into a homicide in Fox Lake Monday night. Based on leads, evidence, and statements, it appears that before homicide victim Roy Hoffman, age 77, was shot at his condo apartment in the 0-99 block of Mineola Road, he arranged to have a romantic relationship in exchange for money with Kathryn A. Deason, 31, of the 300 block of Lunar Drive, Round Lake.

Allegedly, Deason was driven to Hoffman’s home by Azmi Ibrahim, Jr, 37, also of the block of 300 Lunar Drive. Upon arriving, Deason met with Hoffman for a period of time, while Ibrahim stayed in his vehicle. Ibrahim eventually went inside the apartment building looking for Deason. After determining the apartment unit where Deason was located, Ibrahim went back to his vehicle and retrieved a rifle. He then went inside Hoffman’s apartment and a disagreement occurred. Allegedly, during the disagreement, Ibrahim fatally shot Hoffman.




Police, firefighters, and paramedics responded about 9:35 p.m. Monday, December 12, 2022 to a report of shots fired and discovered there was a shooting of a male victim (Roy Hoffman) at the condominium building in the block of 0-99 Mineola Road in Fox Lake. Roy Hoffman was dead at the scene. Lake County Major Crime Task Force confirmed that Roy Hoffman lived at the residence.




Following the investigation Monday night, police discovered that the victim in Fox Lake was shot with a rifle, and that the suspect fled in a light-colored minivan with heavy front-end damage. Ibrahim drove, and both Ibrahim and Deason were reported to have traveled westbound on Mineola Road after the shooting.

The Fox Lake homicide investigation led police to the Cambridge Courts neighborhood, 775 West Long Lake Drive in Round Lake. The entrance to the manufactured homes neighborhood is at Long Lake Drive and Nasa Drive.

The person who reported the shots fired in Fox Lake, via a 911 call, informed dispatchers that a male and female entered a minivan and fled from the scene immediately following the shooting. Fox Lake Police issued a regional police broadcast (ISPERN) to local law-enforcement to advise of the incident and provided the description of the individuals and vehicle that were described leaving the scene. Due to the nature of the incident, Fox Lake Police requested the assistance of the Lake County Major Crime Task Force.




According to the Lake County State’s Attorney’s Office, Ibrahim shot Roy Hoffman once in the head after Ibrahim entered the apartment. Ibrahim also sent a text message with a photo of a rifle resembling an AK-47 to a third party, who notified police about the text message.

A short time later, Round Lake Police Officers responded to an unrelated call in the block of 300 Lunar Drive, in theCambridge Courts neighborhood in Round Lake. The Round Lake police officers saw a minivan and recognized the description from the regional alert issued by Fox Lake Police Department. Also, Round Lake Police Officers were familiar with the male ‘person of interest’ (Ibrahim), who normally drives the minivan; and knew he lived at a residence in the block of 300 block of Lunar Drive. Round Lake Police Officers established a perimeter around his residence sometime before 1:00 a.m.

Police tactical units began a police operation in Round Lake just before 1:00 a.m. Tuesday, December 13, 2022 in case Ibrahim became a barricaded subject.

Due to the circumstances, Round Lake Police requested the assistance of the Northern Illinois Police Alarm System (NIPAS) to assist in apprehending Azmi Ibrahim, Jr. NIPAS tactical personnel were on the scene, and just prior to NIPAS deploying an apprehension operation, the Ibrahim exited the residence and surrendered to Round Lake Police. The surrender occurred near a manufactured home in the Cambridge Courts neighborhood about 2:45 a.m. Tuesday, December 13, 2022. Illinois Law Enforcement Alarm System (ILEAS) mutual aid police officers also responded to the Round Lake scene to protect the perimeter from intrusion by outsiders; and operated to support the NIPAS operations, and the public in the area.




While Azmi Ibrahim, Jr was in custody and speaking with Task Force investigators, he told police that Kathryn Deason was sleeping inside. She was found safe and was secured.

The homicide remains under investigation by the Lake County Major Crime Task Force and Fox Lake Police Department. After reviewing the facts and circumstances of the case, the Lake County State’s Attorney’s Office approved two counts of first-degree murder for Ibrahim and one count of obstructing justice. Deason was charged with one count of obstructing justice for providing misleading statements to investigators.

Although Ibrahim and Deason have been initially charged, the investigation remains ongoing. Additional charges are possible for both individuals.

Ibrahim and Deason appeared at an initial court hearing Tuesday afternoon December 13, 2022. Bond for Azmi Ibrahim was set at $5,000,000 (10%). Bond for Kathryn Deason was set at $1,000,000 (10%).

According Lake County Circuit Court records, Azmi Ibrahim has a criminal history going back to 2003 that includes disorderly conduct, drug paraphernalia misdemeanor, criminal misdemeanor domestic battery, criminal misdemeanor trespass, criminal felony aggravated battery (not guilty), DUI, criminal demeanor possession of stolen property, and order of protection
