On September 27, 2020 Azerbaijan’s Parliament declared a state of war against Armenia, and established curfews in several cities and regions, as Armenia declared martial law and mobilized near Nagorno-Karabakh. In terms of casualties, multiple clashes in September 2020 going back to July 2020 were the worst since 2016, and caused alarm in the international community. Fearing the attraction of terrorists into the region, the international community urged both sides to return to negotiations.
