All Three Cook County Suburban Chief of Police Associations Stand with Chicago FOP in Voting ‘No Confidence’ in Cook County State’s Attorney Kim Foxx

The abrupt end of the Jussie Smollett prosecution was the “straw that broke the camel’s back” for a group of suburban police chiefs set to gather Thursday afternoon with members of the Chicago Fraternal Order of Police to announce a “no confidence” vote in the leadership of Cook County State’s Attorney Kim Foxx.

All three Cook County suburban police associations — the North Suburban Chiefs of Police, the West Suburban Chiefs of Police and the South Suburban Chiefs of Police, representing police chiefs across all of suburban Chicago — have voted that they have “no confidence” in Cook County State’s Attorney Kim Foxx, according to the ABC7 I-Team.

Supporting the Chicago Fraternal Order of Police (FOP), members of the North Suburban Chiefs of Police, the West Suburban Chiefs of Police and the South Suburban Chiefs of Police have all taken a no confidence stance against State’s Attorney Kim Foxx since her unexpected and controversial decision last week to drop felony charges against alleged fake hate crime hoaxer and TV actor Jussie Smollett.

The conflict involving Chicago police and Foxx began when the the Cook County State’s Attorney’s Office abruptly dropped 16 felony charges against Empire actor Jussie Smollett on Tuesday March 26, 2019.

ABC 7 Chicago’s reports the I-Team has obtained a “no confidence letter” sent to Foxx from the North Suburban Chiefs of Police, criticizing her for the Smollett decision and expressing the deep concerns they have regarding her leadership of the Cook County State’s Attorney’s Office, specifically in the areas of felony review, non-prosecution of certain low-level offenses, and the handling of the recent Jussie Smollett matter.

At 2:30 p.m. Thursday April 4, 2019 at FOP headquarters in Chicago, police chiefs from across Cook County are being summoned to stand up against States Attorney Fox in a news conference to express their claim she is mishandling of certain felony cases and the Smollett case.

The north suburban chief’s letter sent to the state’s attorney’s office on April Fool’s Day, April 1, 2019, states specifically the same declaration that all three organizations say they have decided: Apparently Foxx’s strategy to address non-violent crime in Cook County is to decriminalize or ignore it, regardless of any collateral cost which is born overwhelmingly by individual communities and their police agencies. Their statement added, “The fact that you and your staff have made these decisions without consultation with our departments undermines any statements you have made that the Cook County State’s Attorney’s office is working with us to maintain safe, crime free communities.” In conclusion, the letter states, “It is because of our solemn responsibility that the Police Executives in our organization have considered and passed a vote of no confidence in your performance of your duties as Cook County State‘s Attorney.”

The North Suburban Association of Chief is led by Park Ridge Police Chief Duane Mellema (President).

The three Cook County regional associations (North, West, and South) are among 21 or 22 regional Chief of Police Associations of the Illinois Association of Chiefs of Police (ILACP), as of the official Illinois Association of Chiefs of Police official website update February 12, 2018.

The ILACP is also subdivided into three regions: Region 1 (South and Central), Region 2 (Northwest and Central), and Region 3 (Northeast). The three Cook County regional associations are in Region 3, along with DuPage, Kane, Kendall, Lake, McHenry, and Will counties.
