Chicago Mayor Lori Lightfoot refused to talk discuss police radio encryption with FOX 32 Chicago.

There is incorrect information from the City of Chicago that indicated that encryption prevents rogue transmission by offender that can interfere with the police radio system. The technology that prevents rogue transmission is P25 technology, which can operate with or without encryption.
