Potential Chicago Bears Stadium Neighbor “Rolling Meadows” Considering Issues Involving Legislation, Traffic, Acoustics

The City of Rolling Meadows announced Thursday, May 22, 2025 that three forms of experts may be utilized to prepare for the possible development of a Chicago Bears stadium at the former Arlington Park. If approved, the consultants will assist the Rolling Meadows “in-house team” to help guide “the city’s preparation and support every stage of the Bears stadium project from the review of initial concepts through construction.”

acoustic design.

Legislative Advocacy
Liz Brown-Reeves Consulting, with more than 25 years of experience in legislative strategy and government relations, will serve as a lobbyist for Rolling Meadows in Springfield. “Through its legislative outreach to the General Assembly and the Governor’s Office, Rolling Meadows will advocate for thoughtful regional planning; year-round investments in transit and transportation; community benefits for the Northwest suburbs and fair cost-sharing for the public services needed to support the development,” according to a Rolling Meadows press release.

Liz Brown was a member of Speaker Michael J. Madigan’s Issues Development Staff. Liz served as Legislative Coordinator running floor operations, overseeing committees, including Executive and Labor Committees and analyzing legislation. Liz worked as the labor liaison for Speaker Madigan dealing with Illinois labor unions. Liz also worked on the Illinois Redistricting. She helped craft the 2001 legislative map, judicial sub circuits and various community college districts, which are all current law. Liz was assigned as the staff person and media coordinator for over twenty of the current sitting House Members, including House Majority Leader Barbara Flynn Currie. Liz was also voted by Capitol Fax readers as “Best Legislative Staffer.”




Liz served as Legislative Director running floor operations, overseeing committees, including Executive and Revenue Committees and analyzing legislation. Liz worked as the labor liaison dealing with hundreds of Illinois labor unions. Liz also was the Director of the Redistricting. Liz was assigned as the staff person and media coordinator for several of the current sitting House Members. Along with being named “Best Contract Lobbyist” – Liz was previously named Best Legislative Staffer by Capitol Fax while she served on Legislative Staff.

Traffic Engineering
The City of Rolling Meadows is expected to receive a draft traffic impact study for the stadium. An existing agreement with Christopher B. Burke Engineering (CBBEL) of Rosemont will include review of the study. Tyler Krage, with prior NFL stadium experience, and County Traffic Engineer in Dakota County, Minnesota, will also be involved. Krage was a consulting traffic engineer on the project teams for SoFi Stadium in California (Home of the Los Angeles Rams and the Los Angeles Chargers), and U.S. Bank Stadium in Minneapolis (Home of the Minnesota Vikings).

CBBEL is a full-service consulting engineering and surveying firm.




Acoustic Design
Threshold LLC, an acoustic and audio-visual consulting firm with headquarters in the Chicago Board of Trade Building on Jackson Boulevard, would advise on stadium sound design. Threshold LLC helps designers refine spaces through active research that acoustically enhances the development of geometries, materials, and systems.

Rolling Meadows City Alderman will consider the consultant agreements for approval at the next Rolling Meadows City Council meeting at 7:00 p.m. Tuesday, May 27, 2025 at Rolling Meadows City Hall, 3600 Kirchoff Road in Rolling Meadows.
