The Wheeling Police Department announced Tuesday, May 13, 2025, that a suspect involved in the illegal distribution of a Canabis product to a minor was arrested at approximately 11:41 a.m. on May 12, 2025. Police officers from the Wheeling Police Department, with assistance from the Prospect Heights Police Department, took a female suspect into custody in connection with the alleged illegal distribution of THC-infused chocolates to children.

The suspect, identified as Ms. Dagmara J. Rouse, 48, of the block of 13000 Kedvale Avenue, Robbins, Illinois, has been charged with 12 misdemeanor counts as follows …

4 Counts of Delivery of Cannabis to a Minor (720 ILCS 55.0/7-A),

4 Counts of Contributing to the Delinquency of a Minor (720 ILCS 5.0/12C-30-A), and

4 Counts of Endangering the Life or Health of a Child (720 ILCS 5.0/12C-5-A-1).

The charges stem from an incident that occurred on May 11, 2025, at approximately 3:31 p.m., when Wheeling police officers responded to a report that four children (ages 9, 9, 6, and 2) had become fatigued and lethargic after consuming candy distributed by an unknown woman at a local park.

All four children were transported to a nearby hospital for evaluation. Medical staff later confirmed that at least one of the children tested positive for THC, the psychoactive compound found in cannabis. During a search of the park, officers recovered a product labeled “MOJO THC MILK CHOCOLATE,” believed to be linked to the incident. According to the Wheeling Police Department, the arrest of Ms. Rouse was made possible in part thanks to several citizens who came forward with information following the initial public release.

Court information is pending.

Four children were allegedly given candy laced with THC or were given a THC product that looks like candy at Pleasant Run/Four Acres Park located near between Honeysuckle Drive and Equestrian Drive in Wheeling. The park is located north of Palatine Road between Elmhurst Road and Wheeling Road.

The Wheeling Police Department is actively investigating a THC-laced contaminated candy incident that occurred prior to 3:30 p.m. on Mother’s Day, Sunday, May 11, 2025 at Pleasant Run/Four Acres Park, 1160 Honeysuckle Drive, or 598 Pleasant Run Drive. Allegedly, a woman distributed candy — or a product that looks like candy — to children.

At approximately 3:31 p.m., Wheeling police officers responded to a report that four children had become fatigued and sluggish after consuming candy handed out by an unknown female adult at the park. The children were transported to a nearby hospital for evaluation. Medical staff later confirmed that one of the children tested positive for THC, a psychoactive compound found in cannabis.

During an investigation and search of the park area, police officers located a product labeled “MOJO THC MILK CHOCOLATE,” which was believed to be connected to the incident.

As an unverified example of a commercially available product (without any confirmation of connection to the crime in Wheeling, Illinois), there is a company known as Mojo Chocolates that produces Mojo Chocolate Edibles that are available for sale online.

The woman is described as a white female, approximately 50 to 60 years of age, heavyset, with a blue cross tattoo on her shoulder. She was last seen wearing a blue and white leather jacket and walking southbound from the park.

Initially, the identity of the woman was unknown, and investigators are working to determine the circumstances surrounding the incident, and identify the suspect.
