Fatal Shooting at Lake Plaza Strip Mall on South Lake St in Mundelein, Suspect Held on Weapon Charge

A Mundelein resident was charged with aggravated unlawful possession of a firearm and obstructing justice for his role in the homicide of Luis Moreno, of Wheeling. During an investigation of a shooting death at the Lake Plaza strip mall in the block of 700 South Lake Street (US-45), Task Force Investigators and Mundelein Police Detectives located the vehicle used by the offender in the homicide. Investigators determined Joaquin Romero, 20, of the block of 900 Lake Street, Mundelein, was present in the vehicle when Moreno was shot. Following the shooting, investigators determined Romero possessed the firearm used in the homicide and hid it. Joaquin Romero was located Tuesday, and was arrested without incident in Round Lake.




The Lake County State’s Attorney’s Office reviewed the facts and circumstances of the incident and approved the two charges against Romero.

Romero was due in court Wednesday morning, December 11, 2024 while Mundelein Police Detectives continue to investigate the homicide. In court Wednesday, Lake County Assistant State’s Attorney’s Office stated that suspect Joaquin Romero and his two friends were parked in front of Jay’s Liquors in one of his friend’s cars — a tan Acura. In another vehicle, three other people, including victim Luis Moreno, 21, of Wheeling, were also parked in front of the liquor store in a dark-colored Infiniti.

Allegedly, Joaquin Romero, while sitting in the backseat of the tan Acura, pulled out a gun and fired multiple shots in the direction of Luis Moreno in the Infiniti. Moreno was struck by bullets multiple times, and his friends transported him to Advocate Condell Medical Center about 4 miles (11 minutes) away.

Mundelein police officers who arrived on the scene found blood in the parking lot, and then learned that a shooting victim had arrived at Advocate Condell Medical Center in Libertyville.

Friends of Moreno in the Infiniti said they were armed but no shots were fired from the Infiniti.

Later, investigators discovered the Acura with a bullet hole in a backseat window where allegedly a bullet originated from inside the Acura.

All defendants are presumed innocent unless proven guilty in a court of law.

The Lake County Sheriff’s Office announced Tuesday, December 10, 2024, that the Lake County Major Crime Task Force Investigators and Mundelein Police Detectives are investigating the homicide of a 21-year-old Wheeling man that occurred Monday night.

Mundelein Police Officers responded about 7:10 p.m. Monday, December 9, 2024 to a report of shots fired in a parking lot of a strip mall located in the 700 block of South Lake Street near the intersection of US-45 (Lake Street) and Diamond Lake Road. The crime scene was located in a strip mall near the northeast corner of Diamond Lake.

Upon arrival, Mundelein police officers learned that a man had been shot and transported in a private vehicle to an area hospital — Advocate Condell Medical Center. Paramedics were not called to the scene at the strip mall. Despite efforts to save him at the Emergency Room, the man succumbed to his injuries, and was pronounced deceased at Advocate Condell Medical Center in Libertyville.

The individual(s) who transported the man to the hospital left the hospital prior to the arrival of Mundelein police officers at the hospital.

The Lake County Coroner’s Office scheduled an autopsy for the man (Luis Moreno). Major Crime Task Force Investigators and Mundelein Police Detectives continue to actively investigate the homicide.
