While Beach Park Man Hospitalized in Critical Condition, 2 Arrested in Murder-for-Hire Plot Connected to His Shooting

Lake County Sheriff’s Detectives have arrested two people in connection with the attempted homicide of a shooting victim who lives in Beach Park. One suspect, the alleged shooter, is charged and in custody. A second suspect, whose identity was not released, is in custody with charges pending.

During the investigation, Lake County Sheriff’s Office detectives determined a suspicious vehicle was seen driven slowly through the area on Tuesday, November 4, 2025 — the night before a shooting. Sheriff’s detectives reviewed video surveillance from the neighborhood and located a vehicle matching the description of the suspicious vehicle. Sheriff’s detectives obtained the license plate of that vehicle, and utilized the Flock Safety license plate reader network, which provided confirmation that the vehicle was also in the area around the time of the shooting.

Lake County Sheriff’s Detectives notified area law enforcement, including the Mount Pleasant, Wisconsin, Police Department, that the vehicle was possibly used in the attempted homicide where the registered owner was believed to live. On Wednesday, November 5, 2025, Mount Pleasant Police Department located the owner of the vehicle, Cristian N. Ruval-Cavatorres, 28, of the 1400 block Mount Pleasant, operating a different vehicle. Mount Pleasant Police conducted a traffic stop and took Ruval-Cavatorres into custody.

After speaking with Ruval-Cavatorres, Lake County Sheriff’s Detectives determined Ruval-Cavatorres was responsible for the shooting. They discovered evidence indicating Ruval-Cavatorres was hired by someone to shoot and kill the victim. Sheriff’s detectives conducted a search warrant, where they recovered the firearm believed to have been used in the attempted homicide and a telephone Ruval-Cavatorres likely used to communicate with the person who hired him to commit the murder.

Lake County Sheriff’s detectives located the person who hired Ruval-Cavatorres in the block of 1600 Park Avenue, North Chicago, on Thursday, November 6, 2025 around 1:30 p.m. He was taken into custody and currently remains in custody, pending charges.

The Lake County State’s Attorney’s Office approved the following charges against Ruval-Cavatorres:

Attempt First Degree Murder

Aggravated Battery with a Firearm

Aggravated Discharge of a Firearm

Ruval-Cavatorres currently remains held in the Racine County Jail, pending extradition to Lake County.

Initial Beach Park Shooting Investigation Report Issued 11/5/25 …

Lake County Sheriff’s Detectives are investigating a shooting that occurred in Beach Park this morning (Wednesday morning, November 5, 2025).

On Wednesday, November 5, 2025, at approximately 5:45 a.m., Lake County Sheriff’s Deputies learned from the Waukegan Police Department that a gunshot victim was driven to Vista East Medical Center. Waukegan Police learned the victim, a 46-year-old man of Beach Park, was shot just outside of his residence in the block of 38400 North Sheridan Road, Beach Park. The victim was flown from Vista East Medical Center to a Level 1 Trauma Center, according to the Lake County Sheriff’s Office.

Lake County Sheriff’s Deputies and Detectives responded. Based on a preliminary investigation, sheriff’s detectives believe the victim was shot while seated inside his vehicle, while warming up his vehicle, prior to going to work at approximately 5:20 a.m. After being shot, a relative of the man drove him to the hospital for help.

Based on investigative leads, sheriff’s detectives believe this was a targeted shooting.
