Domestic Dispute Call Leads to Wanted Male Suspect Arrested After He Barricading Himself and Resisted Arrest in a House in Beach Park

Lake County Sheriff’s Deputies responded about 7:20 a.m. August 31, 2019 to the block of 13400 Victoria Lane, Beach Park, for a domestic dispute. Upon arrival, Lake County Sheriff’s Deputies discovered one of the parties involved in the dispute, Brian O. Harper, 45, of the block of 3100 West Grandville Avenue, Waukegan, had an active felony arrest warrant for driving on a revoked driver’s license and an arrest warrant for felony failure to appear for aggravated fleeing and eluding.

As Lake County Sheriff’s Deputies approached the residence, Harper barricaded himself inside. The female who initially called 911 regarding the dispute, was able to exit the residence before Harper barricaded himself. As Lake County Sheriff’s Deputies communicated with Harper from outside the residence, he taunted them, telling Lake County Sheriff’s Deputies to kick in the door and come get him.

After two hours of negotiating with Harper, he agreed to open the door and surrender. He was then observed by Sheriff’s Deputies opening a garage service door, but quickly shut it and retreated back into the house. Lake County Sheriff’s Deputies breached the door and Harper continued to resist. A taser was deployed and Harper was taken into custody without further incident.

Harper was transported to the Lake County Jail where in addition to his arrest warrants, he was charged with:

Criminal Damage to Property
Resisting a Peace Officer

Sheriff John Idleburg said, “This is another example of the dangerous job our personnel face on a daily basis. I applaud our staff on the scene for spending hours attempting to negotiate a peaceful surrender of this offender. Instead, he didn’t cooperate and continued his resistance, but our deputies were able to safely apprehend him.”

Harper is currently being held at the Lake County Jail on $150,000.00 bail.

The Lake County Sheriff’s Office published a reminder Sunday about this case that all suspects are presumed innocent unless proven guilty in a court of law.
