Police: Kidnapping Victims from Suburb Discovered by Off-Duty Police Officer Leads to Police-Involved Shooting of Kidnapping Suspect on Grand Ave, Chicago

At least one person was wounded in a police-involved shooting Monday morning in the Belmont Cragin neighborhood on the Northwest Side.

Chicago police responded about 6:46 a.m. Monday July 8, 2019 in the block of 6200 Grand Avenue when a man and a woman handcuffed together and running down the street were discovered by an off duty police officer. The people apparently escaped from an abductor who had handcuffed them together. The officer, who saw the two people handcuffed together responded by calling for on duty police personnel to respond to the scene.

As police responded, they learned that a male offender, suspected of committing the abduction, was located at an apartment complex in the block of 6200 West Grand Avenue. The apartment building was actually a 2-flat. The police immediately responded to the apartment to investigate whether there were additional kidnapping victims, and to search for the offender.

When police arrived at the apartment, an armed confrontation occurred. An officer discharged his weapon. A 50-year-old man was shot in the block of 6200 block of West Grand Avenue, and was transported to Level I Trauma Center Advocate Illinois Masonic Medical Center, where he was listed in critical condition, and was later pronounced dead. The suspect’s weapon was recovered.

No police officers were injured, and the officer that fired the shot was placed on routine “30-day administrative” with COPA immediately beginning their investigation.

Initially, no additional kidnapping victims were discovered.

Initially the crime scene was indoors at the scene, but expanded along the westbound lanes of Grand Avenue for a police investigation. About three blocks of Grand Avenue were blocked. Mulligan Avenue, Mobile Avenue, and Merrimac Avenue were also blocked south of the scene.

The two people that were handcuffed were not visibly injured, and were not transported to a hospital. The victims are adults in their 40s. They escaped the apartment.

Police initially understand that the kidnapping occurred in a Chicago suburb that was not specified.

At the initial press conference police did not release the location of the street where police discovered the victims, did not release the time of the shooting, did not release the specific suburban scene of kidnapping, and did not release how long the victims had been held captive.

The crime scene is in Chicago’s Belmont Cragin neighborhood.

There is a police involved shooting in the Belmont Central neighborhood. Three blocks are blocked off in the area.
