Illinois State Police Monday April 22, 2019 announced the arrest of a male driver of a gray Honda passenger car that fatally struck a passenger standing outside a truck on southbound I-94 near Skokie on Friday April 19, 2019 about 3:00 p.m.
The passenger of the semi-trailer truck was standing outside the truck after the truck’s driver pulled over and stopped on the right shoulder, according to Illinois State Police.
The Cook County State’s Attorney’s Office charged Marco A. Vital Tapia, age 41 of Zion, with one felony count of aggravated driving under the influence involving a death. Abdelrazig Khalil, age 55, of Browns Summit, North Carolina, was pronounced dead at the scene Friday.
Khalil had been standing with the driver, who was checking the load on the truck’s trailer, when he was struck by the passing vehicle, according to Illinois State Police.
After striking Khalil, Marco Vital Tapia continued driving southbound for approximately one mile before pulling over, according to Illinois State Police.
Vital Tapia attended a bond hearing Sunday, April 21, 2019 and was held without bail.
Marco Vital Tapia had a history of traffic tickets for no insurance and no registration in Lake County, and a theft charge in Gurnee in 2013. A judgment was withheld regarding the theft case and he was given a year of supervision and 30 hours of community service, which Vital Tapia completed.
