Bloomingdale Kidnapping Suspect Captured in Chicago Was a Convicted Sex Offender, Who Committed Sexual Assault of the Victim in Elgin, Says DuPage County State’s Attorney

A male offender accused of kidnapping a woman in Bloomingdale, and sexually assaulting her is a registered sex offender, on parole in Ohio for unlawful sexual contact with a minor, is held without bond in DuPage County after his arrest Saturday March 23, 2019 in Bloomingdale.

Justin Dalcollo, age 34, 5’8” 150 LBS, was booked Sunday March 24, 2019 and charged with aggravated criminal sexual assault with a firearm, aggravated kidnapping with a firearm, aggravated armed robbery with a firearm and being a fugitive from justice, according to court records. All are Class X felonies.

The alleged kidnapping of a 21 year-old female victim occurred in daylight about 4:30 p.m. Friday March 22, 2019 in a parking lot in the block of 300 West Army Trail Road. The female was home for spring break from college and had just exited a shopping mall when the suspect approached her armed with a gun in the parking lot.

Details of the case were released by DuPage County State’s Attorney Robert Berlin …

The suspect allegedly forced the victim into her car, and ordered her to drive to a bank in Glendale Heights and forced her to withdraw $300.

The suspect then forced her to drive to the Grand Victoria Casino in Elgin, where he ordered her to drive to the top level a parking garage and park between two vehicles. The suspect then ordered the victim to take off her clothes and he sexually assaulted the victim.

The suspect then ordered the victim to drive to a convenience store in downtown Elgin, and he used the victim’s cell phone to call a cab for himself. He paid for the cab using the money he forcefully obtained from the withdrawal at the bank in Glendale Heights. The suspect then fled.

The victim called her family, police were notified, and the victim went to a hospital. Police immediately began an investigation.

Bloomingdale police led the investigation and were assisted by the DuPage County Major Crimes Task Force, the Chicago Police Department, the Elgin Police Department, the Glendale Heights Police Department, and the DuPage County States Attorneys Office and the Kane County States Attorney’s Office.

Justin Dalcallo was taken into custody in Chicago Saturday March 23, 2019, and was identified by the victim. Police also recovered a gun that matched the description of the gun that the victim provided. In Ohio, there was a warrant out for Dalcollo’s arrest involving a burglary of a weapon, a computer and other items that occurred in Ohio.

Dalcollo was in bond court Monday morning March 25, 2019, where a judge ruled him held without bond.

If convicted, Dalcollo faces 42 to 90 years in prison.
