Palatine Chase Bank Robber Caught After Lottery Ticket Investigation Helps Identify Him As Unincorporated Arlington Heights Resident

Palatine police arrested a bank robbery suspect Tuesday night October 2, 2018 after spotting a minivan that was connected to a Palatine bank robbery suspect by investigative work of the Palatine Police Department and the FBI.

Unincorporated Cook County/Arlington Heights resident Dexter L. Riley, age 38, dropped an Illinois lottery ticket while he was robbing the Chase Bank at 1131 East Dundee Road in Palatine. Surveillance video where the suspect redeemed some winning lottery tickets he still possessed, captured the image of the minivan.

The FBI on Thursday October 4, 2018 announced that Dexter L. Riley, 38, is charged with robbing the Chase Bank at 1131 East Dundee Road at 9:34 a.m. on Friday September 28, 2018. Riley implied he had a weapon and fled the bank with more than $8,250.

The FBI’s criminal complaint filed Wednesday, October 3, 2018 alleges that Riley walked into the bank last Friday (September 28, 2018) wearing dark clothes and a dark-colored wig under a hooded sweatshirt.

According to an FBI agent’s affidavit identifying Dexter L. Riley as the robber, the FBI reports that Riley approached a teller and handed over a plastic bag and a handwritten note demanding, “Put all the money in the bag and we won’t have any problems”. Riley kept his left hand in a pocket, which led the teller to believe that the robber might be armed. The teller emptied her drawer into the plastic bag, and the robber left.

When the FBI agent on the scene investigating the bank robbery reviewed surveillance video of the bank robbery, he spotted a piece of paper that fell out of the robber’s pocket during the robbery. The agent was able to recover the dropped paper, which the FBI agent discovered was a scratch-off Illinois Lottery ticket. The FBI agent contacted the Illinois Lottery office, and with their assistance, discovered the lottery ticket was sold the night before the bank robbery (Thursday night September 27, 2018) at a gas station in Rolling Meadows, according to the FBI affidavit.

The Illinois Lottery told the FBI that four winning tickets sold at the gas station that night were “cashed in” Tuesday morning at another gas station in Deer Park. Surveillance video from the Deer Park gas station showed a person — matching the robber’s description — redeeming the tickets then driving away in a Chrysler Pacifica with temporary plates. Police officers were then notified to be on the lookout for the Chrysler Pacifica.

Later that night, a Palatine police officer, who proactively focused his patrol efforts on locating the suspect’s vehicle, located a vehicle matching the description of the Chrysler Pacifica. The police officer also witnessed the vehicle’s driver committing a traffic violation. After backup police officers arrived in the area, emergency lights were activated and the Chrysler Pacifica was pulled over — eventually in Arlington Heights. When police officers pulled over the minivan, they found Riley in the driver’s seat. A document found in the Chrysler Pacifica showed the minivan was purchased for $3,500 on September 29, 2018 — a day after the bank robbery.

Dexter Riley was transported to the Palatine Police Department by the arresting officer, and the FBI was notified. Palatine Police charged Dexter L. Riley locally with Misdemeanor Driving on a Revoked Driver’s License. Riley was then remanded to the custody of the FBI. After being interviewed by case agents, Dexter L. Riley was charged under federal jurisdiction with robbery — connected to the Chase Bank case.

The FBI says Riley admitted to the bank robbery, telling investigators he used the money to buy the Pacifica, pay rent, purchase a game system and get drugs. Riley also identified himself as the person in the bank surveillance video. Dexter Riley was also identified by the bank’s manager in a lineup, according to the FBI.

Palatine police brass credited the efforts of the police officer, who dedicated his evening patrol to find the suspect’s vehicle.
