13-STORY RESIDENTIAL BUILDING PROPOSED WITH 8- AND 6-STORY BUILDING NEAR LOCATION WHERE 5-STORY BUILDING WAS REJECTED
In an unusual information release, plans for redevelopment of a long-vacant property in downtown Arlington Heights were declared in a tent at the southwest corner of Campbell Street and Highland Avenue on Sunday, September 9, 2018. The development plans were not previously presented to any government committees or board meetings in the Village of Arlington Heights. Although the developers say they have had some discussions with village officials. The developers announced that all of the plans are subject to change based on Village review and approval, market and economic conditions.

The purpose of the tent event was to have the developer assimilate feedback from neighbors and village officials before a formal submittal of a proposal is made, according to a source.

The development, Arlington 425, is proposed for the northern three-quarters of the vacant block west of Highland Avenue from the Vail Avenue parking garage to Runner’s High ‘n Tri.

A community open house was hosted by the developers from noon to 4 p.m. Sunday, September 9, 2018, with presentations at 12:15 p.m. and 2:15 p.m., in a large tent on site at the southwest corner of Campbell Street and Highland Avenue.

Ahead of the presentation, officials involved in the project did not release any details of their proposal until the Sunday community meeting. Invitations to the open house were sent to area business owners and residents, and via an email blast from the Arlington Heights Chamber of Commerce. The invitation was also posted to the developers’ official website arlington425.com, which now contains illustrations of the plans.

The property is owned by Norwood Builders.

Sunday’s meeting comes as a separate developer’s proposals for the southern quarter of the block, on Sigwalt Street between Highland and Chestnut avenues, were twice rejected by the village board in recent votes. CA Ventures’ plans for a 5-story, 80-unit apartment building were rejected on a 4-4 vote in March, and an earlier 5-story, 88-unit proposal was voted down 8-1 last October.

Plans for a 4-story, 80-unit apartment building are in the works by a different developer for the southern quarter of the vacant property. The plans faced opposition as a 5-story building, and were rejected twice by village officials.

The new proposal is composed of a group called TEAM 425 with members NORWOOD BUILDERS, TINAGLIA ARCHITECTS, SPACECO, KLOA, and HITCHCOCK DESIGN GROUP. Jim Tinaglia, and Arlington Heights Village Board trustee is founder, namesake and principal at Tinaglia Architects.

The TEAM 425 plans include three buildings — an 8-story residential building with first floor retail, a 13-story building with the first five stories consisting of a parking garage, and a 6-story all residential building.

In total, the project would include 358 residential units (studios, one-bedrooms, and two bedrooms), 548 enclosed parking spaces, and 18,000 square feet of retail space.
