Schaumburg Village Manager Ken Fritz is appointed chairman of the Northwest Central Dispatch System board of directors for fiscal year 2012.

Northwest Central Dispatch System (NWCDS), established in 1972, provides emergency 9-1-1 service and emergency public safety communications services for Arlington Heights, Buffalo Grove, Elk Grove Village, Hoffman Estates, Inverness, Mount Prospect, Palatine, Prospect Heights (police only), Rolling Meadows, Schaumburg and Streamwood. The communities cover a population of almost 500,000 people.

Chairman Ken Fritz and the NWCDS board will oversee the upgrade of existing APCO-25 digital trunked systems and analog trunk radio systems to the StarCom21 system that is already in operation with the Illinois State Police and the Illinois State Toll Highway Authority.

StarCom21 is a statewide public safety trunked radio system in Illinois that is owned and operated by Motorola. The State of Illinois is a major partner in the system.

StarCom21 involves a subscriber system, and allows cost savings by sharing resources in a compatible infrastructure. The network has features that offer reliability, interoperability, local control that is configurable by the individual agency, and security — such as encryption for communications privacy.
