Leo Cowan, age 57, of the block of West Erie Street was arrested on Thursday, April 2, 2026, at 9:12 p.m., in the 5200 block of W. Lake Street. He was identified as the offender who was driving in the 5200 block of West Lake St. (15th District) just minutes earlier and struck a 44-year-old female pedestrian, causing serious injuries. The offender fled the scene on foot but was located within minutes. He was placed into custody and subsequently charged accordingly.

Suspect Michael Phillips, of the block of 400 North Drake Avenue in Chicago, was arrested by members of the Chicago Police Department on Friday, April 3, 2026, at approximately 11:06 p.m., in the 4800 block of West Dickens Avenue. He was identified as one of the offenders who participated in a vehicular hijacking, less than 10 minutes earlier, by taking a vehicle at gunpoint from a 48-year-old male victim in the 5400 block of West Potomac Avenue — about 2 miles away street driving (25th District). Suspected offender Michael Phillips was quickly placed into custody and charged accordingly.

One (1) felony count – Vehicular Hijacking – Aggravated – Firearm

One (1) misdemeanor count – Reckless Driving

One (1) misdemeanor count – Leaving the Scene

One (1) citation – No valid registration
