
Following a thorough investigation, Lake County Task Force Investigators and North Chicago Detectives determined that suspect Carlos D. Marchan, 25, of the 1000 block of Jackson Street, North Chicago, is responsible for shooting and killing Carl P. Marder-Grant in a residential neighborhood of single-family homes near Victoria Avenue and 17th Street in North Chicago.
Investigators determined Marchan opened fire on a group of individuals standing outside of a residence in the 1600 block of Victoria Avenue. Marder-Grant was struck and killed by one of the rounds.
After reviewing all of the facts and evidence, the Lake County State’s Attorney’s Office approved the charge of first-degree murder against Marchan.
Marchan will appear this morning at an initial court appearance. The Lake County State’s Attorney’s Office intends to file a petition to detain Marchan in custody while awaiting trial.
Based on the circumstances and evidence, it is believed this shooting was gang related.
All defendants are presumed innocent unless proven guilty in a court of law.

North Chicago police officers, firefighters and paramedics responded about 5:30 p.m. Wednesday, April 23, 2025 to a report of a person shot at a residence in the block of 1600 Victoria Avenue in North Chicago.
North Chicago police officers arrived and located a gunshot victim just outside of a residence. The man was transported to Level 1 Trauma Center Advocate Condell Medical Center, where he was pronounced deceased in the emergency room.
The Lake County Major Crimes Task Force was called to assist with the investigation.
The Lake County Coroner’s Office was notified and responded to the hospital.

The deceased was identified as 31-year-old Carl Marder-Grant of Waukegan. On Thursday, April 24, 2025, an autopsy was conducted at the Lake County Coroner’s Office. Autopsy results indicate that Mr. Marder-Grant died from a gunshot wound of the chest.
Major Crime Task Force Investigators and North Chicago Police Detectives continue to actively investigate the homicide.
