A male Ohio resident is in custody after he drove from his home in Ohio to Lake County, Illinois intending to engage in a sexual relationship with a girl who he thought was underage.
On Monday, October 9, 2023, the Lake County Sheriff’s Office Special Investigations Group in collaboration with the Naval Criminal Investigative Service (NCIS) concluded an investigation which resulted in the arrest of a man for the offense of indecent solicitation of a child.
For the past several weeks, Zachary S. Clemens, 38, of the 2100 Stowmont Court, Dublin, Ohio, was communicating with an undercover detective online. The detective was posing as a girl under the age of 14. During the conversations, Clemens sent nude photos of himself, to the detective, who he believed was the young child.
Clemens created a plan to drive over 300 miles, from his home state, to meet the ‘girl’ and engage her in a sexual encounter. On October 9th, he drove to Lake County to meet the ‘girl.’ When Clemens arrived, he was met by detectives with the Special Investigations Group.
Clemens was arrested and transported to the Lake County Sheriff’s Office. When arrested, detectives discovered he possessed a small amount of cocaine. After reviewing the facts and circumstances of the case, the Lake County State’s Attorney’s Office approved the following charges:
Attempt Aggravated Criminal Sexual Abuse (Class 2 Felony)
Indecent Solicitation of a Child (Class 3 Felony)
Traveling to Meet a Minor (Class 3 Felony)
Grooming (Class 4 Felony)
Unlawful Possession of a Controlled Substance (Class 4 Felony)

Clemens remains held in the Lake County Jail pending ‘First Appearance Court’ this morning.
All defendants are presumed innocent unless proven guilty in a court of law.
