Twins Transfer from Fremd to Maryland School Senior Year: Impaired Driver Hits Them; Kills 1, Critically Injures Other

Two 18 year-old fraternal twins, formerly of Rolling Meadows, Illinois, were hit head-on by an impaired driver in Prince Frederick, Maryland on Sunday, June 11, 2023, and suffered critical injuries. The twins were traveling back to their mother’s house in Lusby, Maryland after visiting friends in Maryland. Ethan Cox and Christian Cox, were in Maryland preparing to attend summer camp for Patuxet High School in Lusby, Maryland, where they expected to spend their senior year beginning in the Fall, and graduate Class of 2024. Their father, Sgt. First Class Stephen Cox, who works at the Nike Army US Army Reserve Center at 1515 East Central Road in Arlington Heights, serves as an Area Leader of career counselors, and was expecting to be transferred to an unknown location by the US Army. Since he didn’t know where he was going to be transferred, he decided to have the boys live with their mother in a steady, known location in Maryland, and begin school well-prepared for their senior year by attending Summer Camp ahead of the regular school year. The boys were born in Maryland while their father served at Joint Base Andrews located in Maryland.

A life-changing crash by an impaired driver, who crossed the center line for an unknown reason, changed plans for the family. Ethan Cox was killed in the crash, and Christian Cox is undergoing treatment in the Intensive Care Unit at the University of Maryland Capitol Regional Medical Center in Largo, Maryland. He is suffering with a ruptured disc near the L5 vertebra, which was treated surgically; a fractured left humerus; a fractured big toe; a fractured index finger in his left hand; a bone fracture in his right hand; a bruised aorta; and a laceration to his left knee, which required a procedure to clear out an air bubble in his knee. Christian Cox was transported by a medical transport helicopter to the University of Maryland Capitol Regional Medical Center.

Ethan Cox, who was the driver of a 2004 Infiniti, was transported unresponsive to CalvertHealth Medical Center where he was pronounced dead.




Justan Dwayne Randolph, age 26, of Waldorf, Maryland, was the driver of a 2018 Toyota Highlander, and is the suspected impaired driver who crossed the center line by unknown reason. Justan Dwayne Randolph was transported by a medical transport helicopter to the University of Maryland Capitol Regional Medical Center. Driver error and alcohol and/or drugs are being investigated as contributing factors in the fatal crash located in Calvert County Maryland. The Calvert County State’s Attorney’s Office was notified, and is involved in the investigation of the crash case.

Maryland State Police Prince Frederick Barrack troopers, and firefighters and paramedics from the Prince Frederick area responded about 9:58 p.m. Sunday, June 11, 2023 to a report of a crash with injuries on Route 231 near Adelina Road. Upon arrival, police, firefighters and paramedics discovered three critically injured patients in a crash involving a 2018 Toyota Highlander and a 2004 Infiniti.

Helicopters were assigned to transport Christian Cox and Justan Dwayne Randolph. An extended crash investigation involved the Maryland State Police Prince Frederick Barrack troopers, who were assisted on the scene by the Maryland State Police CRASH Team, deputies from the Calvert County Sheriff’s Office, and personnel from the Maryland Department of Transportation State Highway Administration.

Route 231 was closed between Hallowing Point Park and Adelina Road from 10:00 p.m. ET June 11, 2023 until about 1:42 AM ET June 12, 2023 for rescue and on-scene crash investigation.

The fatal crash remains under investigation. Route 231 (Hallowing Point Road) curves near the intersection with Adelina Road, and the Speed Limit on Route 231 is 50 MPH, according to Google Street view images captured July 2021.

Stephen Cox pleads with people to make the decision not to drive when impaired, and be aware of the destruction that can be caused by driving a heavy machine at high speed.
