Illinois State Police, ‘HELP Truck’ Responded to Report of Stalled Car without Hazard Lights On Minutes Before Fatal Crash Involving Truck on I-94 Near Old Mill Creek

Semi-trailer truck crashed into the back of a black Toyota that was stalled in the right lane with no hazards lights activated on I-94 East near Rosecrans Road (Route 173) near Old Mill Creek and Wadsworth.

Illinois State Police and an IDOT HELP truck (Illinois Toll Highway Authority) were dispatched about 11:58 p.m. Wednesday, October 21, 2020 to a report of a stalled black car without its hazard lights activated in the roadway in the right lane of I-94 East near the 2 mile marker. Minutes later rescuers received a report of a rollover truck crash in the area.




Illinois State Police Illinois Police and firefighter/paramedics from Newport Fire Protection District responded about 12:04 a.m. Thursday, October 22, 2020 to a report of a crash with entrapment involving a rollover semi-trailer truck and a crash with the stalled car on I-94 East near Rosecrans Road (Route 173). The truck rollover was visible on a highway camera near the eastbound entrance to I-94 from Rosecrans Road. Initially, authorities were not sure whether the stalled car incident and the rollover truck incident were the same incident.

Illinois State Police on arrival by 12:07 a.m. reported one person trapped in the crash involving the semi-trailer truck with a black Toyota.

A light pole was also down with possible exposed wires.

Newport FPD firefighter/paramedics worked with extrication tools to free a male victim from a wrecked vehicle. A Newport ambulance was on scene by 12:19 a.m. Gurnee Fire Department also responded to the crash.

Lanes 3 and 4 of eastbound I-94 were shut down, and the entrance ramp from Rosecrans Road was also shut down.




The male truck driver, a 57 year-old resident of Kenosha was extricated by about 12:32 a.m. The driver of the Toyota was pronounced dead at the scene and was extricated at a later time.

Initial investigation indicates the driver of a white 2019 Mack semi-trailer truck was traveling eastbound in the right lane of I-94 when the truck crashed into a stalled black 2011 Toyota passenger car. The truck, owned by a logistics company out of Mississipi, and the Toyota passenger both came to rest off of the roadway after the crash impact. National Weather Service observations at Waukegan National Airport included light rain, fog and mist, and a North wind at 3 MPH with an air temperature of 47°F at 11:55 p.m. Intermittent heavy rain downpours in thundershowers were also occurring around the time of the crash and continuing into the morning.

Following the on-scene investigation and the recovery and towing of vehicles, all lanes I-94 East were opened at 6:15 a.m. Thursday. The ramp from Rosecrans Road was re-opened at 11:52 a.m.

The crash investigation is continuing with personnel from the Illinois State Police and the Lake County Coroner’s Office.
