Arlington Heights Police Arrest Suspect Accused of Graffiti Incidents with Inflammatory and Racially Offensive Markings at Davis St Underpass, Lake Arlington

The Arlington Heights police department recently investigated a number of incidents involving hateful and racially offensive markings that were spray-painted on public and private property beginning in May 2020 through June 2020. Two locations were repeatedly targeted. The Village of Arlington Heights Public Works Department and the Arlington Heights Park District acted quickly to remove the offensive writings after each crime.

The Arlington Heights Police Department strategically deployed uniformed and plain clothes officers to monitor previously targeted areas, according to a press release on Wednesday July 8, 2020. On Tuesday July 7, 2020, after 2:00 a.m., police officers deployed near Lake Arlington located an unoccupied suspicious vehicle parked nearby. Officers searched Lake Arlington for any person/s associated with the vehicle. Officers observed a person emerge from Lake Arlington Park and enter the previously mentioned suspicious vehicle. The blue Honda fled at a high rate of speed with its headlights extinguished. Officers located fresh graffiti on the park walking path. Officers went to the registered owner’s address and located the driver and sole occupant of the Honda.




A follow-up investigation revealed this person was responsible for the graffiti that was just discovered by police at Lake Arlington Park as well as prior incidents at Lake Arlington, the Davis Street underpass, and the downtown Vail Street parking garage. The offender was taken into custody without incident and subsequently admitted involvement. All known evidence was reviewed by the Cook County State’s Attorney’s Office in pursuit of felony charges. The Cook County State’s Attorney’s Office approved 14 felony counts as outlined below. The offender will be transported to the Third District Courthouse on July 9, 2020 for a bond hearing.

According to Arlington Heights Police Department, the offender was identified as Josiah J. Biewer, age 20 of Buffalo Grove.

Biewer faces the following charges:

May 31, 2020 Davis Street Pedestrian Underpass (AHPD 20-07453)
1) Class 4 felony- Hate Crime
2) Class 3 felony- Criminal Damage to Government Supported Property (CDGSP)

May 31, 2020 Lake Arlington (AHPD 20-07454)
3) Class 3 felony- Hate Crime (Class 3 as it occurred in a public park)
4) Class 4 felony- CDGSP

May 31, 2020 Vail Street Parking Garage (AHPD 20-07459)
5) Class 4 felony- Hate Crime
6) Class 4 felony- CDGSP

June 6, 2020 Lake Arlington (AHPD 20-07872)
7) Class 3 felony- Hate Crime
8) Class 3 felony- CDGSP (Class 3 due to damage over $500)

June 23, 2020 Lake Arlington (AHPD 20-08772)
9) Class 3 felony- Hate Crime
10) Class 3 felony- CDGSP

June 23, 2020 Davis Street Pedestrian Underpass (AHPD 20-08773)
11) Class 4 felony- Hate Crime
12) Class 4 felony- CDGSP
