Round Lake Beach Police Department, following the death of Abel Rosiles, has released body cam video that shows parts of the incident of his disorderly conduct arrest. The video segments do not show the initial encounter and arrest of Abel Rosiles Jr., but begin when Abel Rosiles Jr. is in distress, and when police officers are shown helping him for an apparent obstructed airway.
Round Lake Beach Police report that about 11:00 p.m. on Wednesday June 10, 2020 police officers responded to the Thornton’s gas station at 180 East Rollins Road for a disturbance in progress at the gas station convenience store. An employee at the Thornton’s gas station pressed the panic button because a young male adult was inside the gas station store threatening him. Earlier on Wednesday evening the employee had called 911 because the same male adult was in the store yelling, but had fled before police arrived.
When officers arrived the second time, they spoke to the employee and located the suspect walking out of the public restroom. The suspect and another female adult began shouting. Police identified the male suspect as Abel Rosiles, age 21, of Round Lake. The female suspect was identified as Shelby R. Brubaker, age 21, of Round Lake. Round Lake Beach police officers placed Rosiles into custody for disorderly conduct. Another female, described as Rosiles’ girlfriend, apparently left the scene before the police were giving Rosiles aid for the airway obstruction. However, in one of the videos, a girl who describes herself as Rosiles’ girlfriend said, “I was with him the whole time, he didn’t take anything.”
As a police officer was walking Rosiles to a police vehicle, Rosiles was able to get away and separate himself from police by about 30 feet. The arresting officer was able to take Rosiles back into custody, and walked him back to the police vehicle, which was parked at Thornton’s. According to Round Lake Beach Police, Shelby Brubaker began yelling at the police officers, and was interfering with the arrest of Rosiles. Brubaker was taken into custody for obstructing a police officer.
The body cam video released does not show events up to this point. It is unknown whether additional body cam video exists, but the Round Lake Beach Police Department has stated that it is making available all of the videos in the department’s possession involving the arrest of and subsequent effort to save the life of Abel Rosiles, Jr. As of Friday June 19, 2020, the Village of Round Lake Beach uploaded 13 videos to YouTube showing multiple views of the incident.
The videos, beginning with police first aid for the airway obstruction, are briefly described as follows.
On Wednesday June 10, 2020 at about 11:21 p.m. or 11:13 p.m. (there are time discrepancies on the videos), a Round Lake Beach police officer is shown on video performing the Heimlich Maneuver on Rosiles Jr. Police officers continued to provide lifesaving efforts, including administering Narcan, as paramedics were en route to the scene. CPR was administered at the scene by paramedics.
Also on video provided by Round Lake Beach Police Department body cam, there is discussion and doubt regarding whether a female that was in custody was straightforward about when she arrived at the scene, and what she knew about the incident.
Music heard in the background in videos is apparently from music speakers at the Thornton’s gas pumps and an FM radio in a police vehicle.
Police officers had noticed that it appeared that Rosiles was having difficulty breathing. Police officers asked Rosiles if he was choking and he nodded affirmatively. According to Round Lake Beach Police Department, police officers immediately attempted the Heimlich Maneuver in an attempt to discharge the object that obstructing Rosile’s airway. Video confirmed this. Police officers also requested that paramedics respond to the scene for Rosiles. Police officers did not see an obstruction in Rosiles’ airway, and the Heimlich Maneuver was not successful as Rosiles began to lose consciousness. According to Round Lake Beach Police department, police officers removed the handcuffs from Rosiles and began CPR, continuing until care was transferred to the paramedics that arrived. It not clear from the video whether police performed CPR with chest compressions before paramedics arrived. It appears that an AED was retrieved from a Round Lake Heights police SUV, and that police were about to begin CPR/AED procedures when paramedics arrived and a paramedic initiated CPR.
Round Lake Beach Police Department stated that paramedics used a medical tool and extracted a large plastic baggie containing a white power substance “from deep inside Rosiles’ throat. This likely happened inside the ambulance, as video outside the ambulance did not the removal of the baggie from the airway. Rosiles was transported to Advocate Condell Medical Center in Libertyville. The white powder in the plastic baggie that was recovered from Rosiles’ throat tested positive for cocaine using a field test.
On Thursday, June 11, 2020, Round Lake Beach Police received information that Rosiles was alive without brain activity.
Rosiles died at 3:53 a.m. Thursday June 18, 2020 — eight days after the incident at Thornton’s. An autopsy of Rosiles’ body was performed by the Lake County Coroner at 1:05 p.m. Thursday June 18, 2020. The Lake County Coroner stated that the results of the autopsy and toxicology tests are pending.
