Identity Released of Man Who Was Killed in Vehicle Ramming of Five Pedestrians Outside Lake County Sports Center in Waukegan

Authorities on Monday October 7, 2019 released the identity of a man who was killed when he was struck and dragged 25 feet by an SUV outside the Lake County Sports Center about 11:40 p.m. Friday, October 4, 2019. The victim was identified as Jose Ochoa-Martinez, age 40, by Lake County Coroner Dr. Howard Cooper.

Preliminary autopsy results Monday October 7, 2019 found that Jose Ochoa-Martinez, of Waukegan, died of blunt force injuries caused by a motor vehicle, according to a statement released by Lake County Coroner Dr. Howard Cooper. Routine toxicology results are pending.

Jose Ochoa-Martinez was transported to Vista Medical Center East in Waukegan, where he was pronounced dead. Other victims were transported and treated for ‘moderate injuries’ according to the Waukegan Police Department. A 10 year-old girl that was struck was not injured.

Police identified the suspect as Prisiliano Carranza, age 22, of Waukegan, driving a 2010 GMC SUV. A Waukegan police officer located the suspect nearby with his front-end-damaged vehicle and three passengers. Police conducted a traffic stop, interviewed the passengers, and determined that Carranza was the suspected driver in the fatal vehicular ramming incident. Prisiliano was arrested and charged with one count of First Degree Murder.

Carranza is being held in Lake County Jail on a $5 million bond, decided Saturday morning October 5, 2019. His next scheduled court appearance is Tuesday, October 29, 2019.

According to a police statement, soccer matches at the facility had ended, and people were leaving the complex, when an altercation broke out in front of the building. Initially the altercation and the vehicle ramming of pedestrian were believed to be connected, but the incidents were unrelated, according to police.

Among the four other people struck in the incident, three are related to Jose Ochoa-Martinez, according to the statement. The relatives were two men in their late teens and the 10-year-old girl. A fifth victim was a man in his 20s.
