Schaumburg Police Department (SPD) detectives have charged a 51-year old counselor for allegedly having a sexual relationship with a 16-year old juvenile. Kelvin A. Perry (male/black, 51-yoa, dob: 01-27-1963, 4194 Brentwood Lane, Waukegan, Il) has been charged with one count Criminal Sexual Assault (Class 1 Felony) and one count Aggravated Criminal Sexual Abuse (Class 2 Felony).
On Sunday, February 9, 2014 a 16-year old ward of the state disclosed to her foster mother and to Schaumburg Police that she went to Woodfield Mall to meet Perry. The victim alleged that she then engaged in a sex act with Perry in his vehicle. Perry is alleged to have previously counseled the victim through a social services agency in Lake County, Illinois. Following a thorough investigation, the case was brought to the Cook County State’s Attorney’s Office (CCSAO). On Tuesday evening, the Felony Review Unit of the CCSAO approved the noted charge(s). Perry was in court to attend a bond hearing this morning (Wednesday, February 12th) at the Circuit Court of Cook County at 26th and California in Chicago. A judge set his bond at $200,000.
With a clean record, Perry has been a 15-year employee of Allendale Association — a Lake Villa-based not-for-profit agency with residential and outpatient programs that serves children with emotional and behavioral disabilities. After the allegations and arrest, Perry was placed on unpaid leave.
