CAIR Chicago Protest of Law Enforcement Anti-Terrorism Trainer Sam Kharoba; Classes Canceled for Now

A police “anti-terrorism” training class scheduled for Friday morning was canceled after the Chicago chapter of the Council on American-Islamic Relations (CAIR) called for the cancellation of the class.

According to Phil Brankin, NEMRT, the class was canceled Friday morning after the head of the agency in charge of police training statewide asked the local training agency, North East Multi-Regional Training (NEMRT), not to use instructor Sam Kharoba, until the state agency investigates his curriculum. Brankin said Kevin McClain, executive director of the Illinois Law Enforcement Training and Standards Board, said the trainer and course would not be used statewide until the investigation concludes. Classes were scheduled in Lombard. Class were also scheduled for law enforcement personnel at Highland Park Police Department and Elmhurst Police Department.

According to CAIR-Chicago Executive Director Ahmed Rehab stated in a news release, “Counter-terrorism training is too important to be left to those who promote a bigoted political or religious agenda,” . “Our state’s law enforcement agencies should work with credible leaders of the Muslim community to address any issues related to Islam.” Last year, CAIR and other Muslim groups asked Florida law enforcement officials to stop employing him as a trainer. The Council on American-Islamic Relations (CAIR) in Florida obtained public records documenting the training given by Kharoba. According to the group, Kharoba has trained police officers in Florida at least 21 times from 2005-2012. A letter stated that “Kharoba has neither the academic nor the operational background to qualify as a subject matter expert on either Islam or countering violent extremism.” The Criminal Justice Standards and Training Commission. In a review of a complaint from Executive Director Hassan Shibly of Tampa CAIR (Council on American-Islamic Relations), Florida Department of Law Enforecement (FDLE) were in agreement that the vetting standards for Criminal Justice Standards & Training Commission (CJSTC) curriculum and instructor certification were not in need of revision.

CAIR Chicago has a memo dedicated to opposition of Sam Kharoba, in which Kharoba is described as unqualified as a subject matter expert, a teacher of erroneous and biased training, and a trainer with a manual that makes sweeping generalizations about Muslims with error of fact.

Documents reveal at least 21 separate trainings conducted by Kharoba in Florida from 2005-2012, four of these in 2011 and 2012. We understand that two scheduled trainings in Florida were cancelled in 2012.

The CAIR Chicago memo mentions the Department of Florida Law Enforcement class cancelations, but does not mention the Criminal Justice Standards & Training Commission (CJSTC) conclusion that the curriculum and instructor certification regarding Sam Kharoba was not in need of revision.

Sam Kharoba is president of the “Counter Terrorism Operations Center” (CTOC). The organization has held public demonstrations and at least one rally against CAIR, as shown in videos below.

NEMRT includes training on Sexual Deviant Killers, Ground Fighting Control Tactics to counter mixed martial arts techniques, and Strategies and Tactics of Patrol Officer Traffic Stops.

The Illinois Law Enforcement Training and Standards Board is the state agency mandated to promote and maintain a high level of professional standards for law enforcement and correctional officers. The Board’s purpose is to promote and protect citizen health, safety and welfare by encouraging municipalities, counties, park districts, State-controlled universities, colleges, public community colleges, and other local governmental agencies of this state and participating State agencies in their efforts to upgrade and maintain a high level of training and standards for law enforcement personnel.

Responsibilities of the Board include: developing and providing quality training and education, setting standards, aiding in the establishment of adequate training facilities, and providing financial assistance. Courses include Basic Arson Investigator Course, Lead Homicide Investigator Certification Course for Coroners, and Implementation of Narcotic Detection Canine Minimum Certification Requirements.
