Arlington Heights police received a report about 2:50 p.m. Tuesday of a solicitor complaint in the 400 block of South Gibbons Avenue. The offender was described as a male/black in his 20’s wearing a blue sweater with the letters ‘R.A.P.’ on a shirt. The offender had short hair. He was not displaying a solicitor permit, and was believed to be the same subject from yesterday’s complaint in the neighborhood.
