Arlington Heights police received a report Thursday night of three female solicitors working door-to-door to sell services for ‘Just Energy’ a program that is proposed to lower gas bills. The three females who claimed they were working for ‘Just Energy’ were described as a female/white, a female/Hispanic and a female/black. The offenders soliciting without a permit valid for today’s date were last seen on the 0-99 block of East Hintz. Solicitors are required to check in at the police desk on the day they work door-to-door. The police had no record of such a check-in by Just Energy for today.

Research of the Better Business Bureau on December 31, 2009 shows that Just Energy has a BBB rating of ‘F’ on a scale of A+ to F.

The Better Business Bureau reports that the reason for the rating is the following:
562 complaints filed against business
Failure to respond to 77 complaints filed against business.
45 complaints filed against business that were not resolved.
Overall complaint history with BBB.
BBB does not have sufficient background information on this business.
Business has failed to resolve underlying cause(s) of a pattern of complaints.
One serious complaint filed against business.

The numbers fluctuate at different dates.

The BBB also reports that complainants allege they were subject to misleading sales practices, such as unauthorized enrollment in the program offered, and/or misrepresentation of contract length, and/or guarantees of savings, and/or ability to cancel the contract after the initial three day period.
Consumer complaints also allege that the sales representatives from US Energy Savings represented themselves as working on behalf of Nicor and/or People’s Gas, consequently misrepresenting their identities. Additional complaints allege that consumers who did not speak and/or understand English were likewise solicited and their signatures were obtained, enrolling them into US Energy’s five year contract, despite these individuals’ failure to fully understand what they were signing.

Other complaints allege that upon signing up with the company on the premise of savings on gas, consumers’ bills did not decrease, but instead increased substantially.

See the Better Business Bureau web page on ‘Just Energy’ for more information …

Buffalo Grove police responded about 1:35 p.m. Thursday to the area of Arlington Heights Road and Dundee Road for the report from OnStar that a stolen vehicle was being tracked in the area. The vehicle, a large white SUV, was reported stationary with the ignition blocked by OnStar. Buffalo Grove police spotted the vehicle parked in the parking lot near Heavenly Massage on Dundee Road. Police then waited from a distance to see if a driver would return to the vehicle.

About 2:00 p.m. a man approached the vehicle and got inside the vehicle. The man was described as a male/white with dark hair, sideburns and wearing a hat and a white T-shirt. The man was arrested without incident and transported in custody to Buffalo Grove Police Department headquarters. The vehicle was towed to a police holding area for confirmation and notification of the owner.

Arlington Heights police assisted on the incident.

OnStar Corporation is a subsidiary of General Motors that provides subscription-based communications, in-vehicle security, hands free calling, turn-by-turn navigation, and remote diagnostics systems throughout the United States, Canada and China. OnStar services are only available currently on vehicles manufactured by General Motors and Saab Automobile. OnStar relies on CDMA mobile phone voice and data communication, primarily from Verizon Wireless in the United States. All OnStar-equipped vehicles have Stolen Vehicle Tracking, which can provide the police with the vehicle’s exact location, speed and direction of movement.

Starting 2009, General Motors began equipping about 1.7 million of new vehicles with Stolen Vehicle Slowdown, which allows OnStar to remotely slow down the stolen vehicle. An OnStar operator informs the driver inside the stolen vehicle that the car is about to stop. Brakes and steering still function. The service is expected to help reduce the risk of property damage, serious injuries or fatalities resulting from high-speed pursuits of stolen vehicles. Customers may opt out of Stolen Vehicle Slowdown. The first successful use of Stolen Vehicle Slowdown occurred in October 2009 in Visalia, California when a stolen Chevrolet Tahoe was recovered and the offender was apprehended about 16 minutes after an armed carjacking.

Also in 2009, General Motors began equipping some new vehicles with Remote Ignition Block, which allows OnStar to remotely block the ignition after the vehicle is shut off. The vehicle cannot be restarted until an OnStar operator releases the block on the ignition.

All Stolen Vehicle Assistance services (Stolen Vehicle Tracking, Stolen Vehicle Slowdown and Remote Ignition Block) can be requested by the OnStar subscriber, but OnStar will not activate the actual services that interfere with motion of the vehicle until confirmation orders are requested by the police. Ignition block may be activated before police confirmation at the located sight, if the police department that takes the report of the stolen vehicle confirms with OnStar that the vehicle is stolen.

Arlington, Texas firefighters rescued people from a flooded apartment building using a ladder truck. Macia Culley of Arlington, Texas was one of the first to be rescued, but she had to wait anxiously near the scene because her infant granddaughter was one of the later victims to be rescued.

The remnants of Tropical Storm Hermine caused widespread flooding in northern Texas and began buffeting southern Oklahoma on Wednesday, killing at least two people and submerging low-lying pockets of Arlington under several feet of water.

One man was killed outside of Alvarado, Texas while firefighters were attempting to rescue him. The man in Johnson County was swept away this morning after getting out of his pickup in 6-foot-deep water on County Road 607 outside Alvarado. Firefighters were trying to rescue the man when currents took him under.

Dallas/Fort Worth International Airport reported 3.53 inches during the noon hour. At the 6:00 hour, 1.75 inches of rain fell with about an inch falling in the previous 24 hours.

Video demonstration of ShotSpotter technology.

Nassau County police responded to the home of George Grier in Uniondale after he fired warning shots from his AK-47. Gang members, who he thought might be ‘MS-13′ gang members, were threatening him at his front door. Five of the gang outside dared Grier to use his AK-47. After the gang members made threats, more gang members came to the front of Grier’s house.

Police in the area use ShotSpotter technology that senses gunshots and locates them on a laptop display with a map in the police officers’ squad cars. Grier said he knew his warning shot would bring a police response because of the ShotSpotter device — probably not the recommended way of notifying police from the police perspective. The police arrived, and arrested Grier — charging him with a D felony reckless endangerment.

No word on whether any gang members were arrested, or if they were actually MS-13 gang members. Police believe there are about 2,000 MS-13 gang members in Nasau County.

Mara Salvatrucha (commonly abbreviated as MS, Mara, and MS-13) is a transnational criminal gang that originated in Los Angeles and has spread to other parts of the United States, Canada, Mexico, and Central America. The majority of the gang is ethnically composed of Central Americans and active in urban and suburban areas.

Gurnee police and firefighter/paramedics responded about 2:00 p.m. Tuesday to Magnolia and Pacific Avenue for a report of a crash of an ATV into a utility pole. Police arrived first and found a bystander performing CPR on Terry E. Matthews, 30, of Gurnee. The officer used his Automatic External Defibrillator (AED) that was equipped in his first responder police vehicle for an apparent traumatic cardiac arrest. A pulse was felt after use of the AED, but apparently significant trauma to other organs resulted in the the death of the ATV driver. Matthews was transported by Gurnee paramedics and was pronounced dead just after 3:00 p.m. Tuesday at Level II Trauma Center Vista Medical Center-East in Waukegan.

The ATV was southbound, when it flipped and ejected the driver, Matthews. He then struck the utility pole at the intersection.

Compilation of hawk photos and video of a predatory hawk that captured and carried a away a squirrel Wednesday morning.

The Cardinal has been keeping an eye on the hawks in the area and through the years hawks have been seen in trees, perched on balconies at Dunton Tower, perched on utility poles, and soaring through the air. Wednesday morning a squirrel was prey for the hawk captured on the video above. The hawk swooped down to a front yard, captured a squirrel and forced it into submission with its talons. Then the hawk took off with the squirrel toward the backyard of a house on Dryden Avenue.

Hawks are carnivorous, and opportunistic feeders — eating mainly small mammals, other birds and reptiles. Prey varies with regional and seasonal availability, but usually centers on rodents, comprising up to 85% of a hawk’s diet. Hawks also eat rabbits, gophers, shrews, bats, snakes, waterfowl, fish, crustaceans and insects.

The Red-tailed Hawk hunts primarily from an elevated perch site, swooping down from a perch to seize prey or pursuing prey on the ground from a low flight. They are also known to catching other birds while flying.

Hawks are prevalent in the northwest suburbs, and are often seen in neighborhoods catching squirrels, other birds and rabbits. Their population has increased in recent years.

Arlington Heights police arrested a DUI driver about 2:45 a.m. Tuesday. A male driver was transported in custody to Arlington Heights police headquarters. The driver’s red Chrysler Sebring convertible was towed to a police holding area.

Reasonable Suspicion to Investigate A Driver for DUI

Driving under the influence of alcohol to the extent that mental or motor skills are impaired is illegal in all jurisdictions in the United States. There are several traffic situations when a police officer comes into contact with a driver, and then follows procedures which lead to a DUI arrest:

The driver has been involved in an automobile accident and the officer has responded to the accident scene and is conducting an investigation.

The driver has been stopped at a sobriety checkpoint (also known as roadblocks).

The police have received a report, possibly via 9-1-1 from an anonymous citizen, that a driver appears to be DUI. The police officer usually verifies the erratic driving before makeing the traffic stop.

The patrol officer has observed erratic, suspicious driving, or a series of traffic infractions indicating the possibility that the driver may be impaired. This is by far the most common reason for stopping a suspect.

A police officer has stopped a vehicle for a lesser traffic offense and notices the signs of intoxication.

The following list of DUI symptoms, from a publication issued by the National Highway Traffic Safety Administration (DOT HS-805-711), is widely used in training officers to detect drunk drivers. After each symptom is a percentage figure which, according to NHTSA, indicates the statistical chances (%) through research, that a driver is over the legal limit.

Turning with wide radius,	65

Straddling center or lane marker,	65

Appearing to be drunk,	60

Almost striking object or vehicle,	60

Weaving,	60

Driving on other than designated roadway,	55

Swerving,	55

Slow speed (more than 10mph below limit),	50

Stopping (without cause) in traffic lane,	50

Drifting,	50

Following too closely,	45

Tires on center or land marker,	45

Braking erratically,	45

Driving into opposing or crossing traffic,	45

Signaling inconsistent with driving actions,	40

Stopping inappropriately (other than in lane),	35

Turning abruptly or illegally,	35

Accelerating or decelerating rapidly,	30

Headlights off,	30

If the officer observes enough to have a reasonable suspicion to legally justify a further detention and investigation, he will ask the driver to step out of the vehicle.
Reasonable suspicion requires less evidence than probable cause, but more than a mere hunch. A rule of thumb is that reasonable suspicion requires 25 % proof, and probable cause requires more than 50 % statistical chance. Therefore, if there is probable cause for arrest for DWI, as suggested by the research and examples used above, then there is reasonable suspicion to stop a driver.

Investigation
A police officer typically approaches the driver’s side window and asks some preliminary questions. During this phase of the traffic stop the officer will note if they detect any of the following indicators of intoxication

odor of an alcoholic beverage on the driver’s breath or in the car generally

slurred speech in response to the questioning

watery, blood shot, and/or reddish eyes

flushed face

Arlington Heights police arrested a DUI driver about 12:35 a.m. Tuesday in the 2200 block of South Goebbert Road. The driver of a pickup truck was transported in custody to Arlington Heights police headquarters. The pickup truck was towed to a police holding area.

During this phase of the traffic stop the officer will note if they detect any of the following indicators of intoxication

odor of an alcoholic beverage on the driver’s breath or in the car generally

slurred speech in response to the questioning

watery, blood shot, and/or reddish eyes

flushed face

droopy eyelids

difficulty in understanding and responding intelligently to question

fumbling with his or her driver’s license and registration

the plain-view presence of containers of alcoholic beverages in the vehicle.

admission of consumption of alcoholic beverage

Arlington Heights police and firefighter/paramedics responded to Northwest Community Hospital Kirchoff Center, 901 West Kirchhoff Road, for a fire alarm that was set off when a patient hit a sprinkler head on the second floor just before 11:30 p.m Sunday. The patient then fled the scene with Northwest Community Hospital security personnel searching for him outside the facility.

The description of the patient was a male/white in his 50′s, wearing a white button down shirt, blue jeans, glasses, no shoes. Possibly carrying or wearing black clothes. He was last seen near Kirchhoff and Salem.

The Kirchoff Center is home for the Mental Health Network that was relocated, from the former One West wing, and The Youth Center for youth chemical dependency services. Water damage was reported on the first and second floor.

Police were also searching neighborhoods near the Kirchoff Center.

For spelling experts: ‘Kirchoff Center’ uses the anglicized spelling of ‘Kirchhoff.’ While the road ‘Kirchhoff Road’ in Arlington Heights is spelled with the original version ‘Kirchhoff’ — two ‘h’s.’ The City of Rolling Meadows spells Kirchoff Road in the anglicized version.

Video demonstration of the AR.Drone of flight operations: hovering, turning, tilting, panning, auto-stabilization.

The AR.Drone with an on-board Wi-Fi system, can control the Parrot AR.Drone using an iPhone®, iPod Touch®, or an iPad®. Although, initially designed for the Apple platforms, the AR.Drone will be also available on other platforms in the next few months.

The Parrot AR.Drone has been designed for both inside and outside use. You can adapt it to any game situation using the two hulls provided. The full hull shield protects the AR.Drone from impacts that occur during wild battles against enemies hidden in the rooms of the house. The streamlined hull is aerodynamic, allowing greater control outside.

The drone quadricopter provides a live video feed from a front facing camera and a bottom camera. The live feed is displayed on an iPad, iPhone or iPod Touch display. The AR.Drone quadricopter is controlled from iPad, iPhone or iPod Touch display/touch interface.

The top video demonstrated the indoor hull. The video below demonstrates the outdoor hull …

Buffalo Grove police on patrol responded to the the scene of a domestic battery at Lake Cook Road and Hastings about 3:15 a.m. Sunday. The battery apparently occurred in Whippletree Village. Domestic violence can be defined as a pattern of abusive behavior in any relationship that is used by one partner to gain or maintain power and control over another intimate partner.

Domestic violence can be physical, sexual, emotional, economic, or psychological actions or threats of actions that influence another person. This includes any behaviors that intimidate, manipulate, humiliate, isolate, frighten, terrorize, coerce, threaten, blame, hurt, injure, or wound someone.

    * Physical Abuse: Hitting, slapping, shoving, grabbing, pinching, biting, hair-pulling, biting, etc. Physical abuse also includes denying a partner medical care or forcing alcohol and/or drug use.

    * Sexual Abuse: Coercing or attempting to coerce any sexual contact or behavior without consent. Sexual abuse includes, but is certainly not limited to marital rape, attacks on sexual parts of the body, forcing sex after physical violence has occurred, or treating one in a sexually demeaning manner.

    * Emotional Abuse: Undermining an individual’s sense of self-worth and/or self-esteem. This may include, but is not limited to constant criticism, diminishing one’s abilities, name-calling, or damaging one’s relationship with his or her children.

    * Economic Abuse: Making or attempting to make an individual financially dependent by maintaining total control over financial resources, withholding one’s access to money, or forbidding one’s attendance at school or employment.

    * Psychological Abuse: Causing fear by intimidation; threatening physical harm to self, partner, children, or partner’s family or friends; destruction of pets and property; and forcing isolation from family, friends, or school and/or work.

Domestic violence can happen to anyone regardless of race, age, sexual orientation, religion, or gender. Domestic violence affects people of all socioeconomic backgrounds and education levels. Domestic violence occurs in both opposite-sex and same-sex relationships and can happen to intimate partners who are married, living together, or dating.

Domestic violence not only affects those who are abused, but also has a substantial effect on family members, friends, co-workers, other witnesses, and the community at large. Children, who grow up witnessing domestic violence, are among those seriously affected by this crime. Frequent exposure to violence in the home not only predisposes children to numerous social and physical problems, but also teaches them that violence is a normal way of life – therefore, increasing their risk of becoming society’s next generation of victims and abusers.

OCTOBER IS DOMESTIC VIOLENCE AWARENESS MONTH
The Department of Justice and the Office on Violence Against Women joins advocates, survivors , and communities around the country to observe October as Domestic Violence Awareness Month. This is a moment to elevate the conversation so the majority of Americans will understand that violence against women and girls is unacceptable.

Violence against women is the seed to so many other forms of violence. This shift in our conversation must happen because violence against women continues to have devastating effects on entire communities. When children witness violence in the home, those children are impacted by what they have seen and often experienced themselves. If we want to tackle violence in our country, in our communities, then we must address the violence that occurs in so many homes. And all members of the community must be engaged to end the violence.

Arlington Heights police arrested a DUI driver about 3:30 a.m. Sunday at Golf and Algonquin Road. The driver was transported in custody to Arlington Heights police headquarters.

During this phase of the traffic stop the officer will note if they detect any of the following indicators of intoxication

odor of an alcoholic beverage on the driver’s breath or in the car generally

slurred speech in response to the questioning

watery, blood shot, and/or reddish eyes

flushed face

droopy eyelids

difficulty in understanding and responding intelligently to question

fumbling with his or her driver’s license and registration

the plain-view presence of containers of alcoholic beverages in the vehicle.

admission of consumption of alcoholic beverage

Arlington Heights police received a report about 12:15 a.m. Saturday of a suspicious man prowling vehicles in the 400 block of West Rand Road near Stonebridge Village Apartments. Police received a report that a male/white in his 20′s wearing a plaid shirt, dark jeans and a black backpack was looking into vehicles and ‘just made access to a truck’ and was walking toward the rear of the building. The offender accessed a dark-colored pickup truck and then headed toward the back of the building.

Police were in a foot pursuit with the suspect and had him in custody in less than two minutes from the call for the burglary-in-progress. Police captured the suspect in front of a house in the 2400 block of North Chestnut Avenue, near Appletree. Police found him with a Garmin GPS, iPod, another MP3 player, and other items. He was determined to be about 16-years-old and had been arrest in the previous day at his school, Friday. School officials found several GPS units in his backpack after he was acting suspiciously at school. He was charged with six counts of burglary to motor vehicle and released to his parents Friday.

Just after 12:30 a.m. Saturday, the male/juvenile was transported in custody to Arlington Heights police headquarters, and then transferred to a juvenile detention facility in Chicago.

Flares down at Dundee and Kennicott

Arlington Heights police responded about 4:00 p.m. Friday to report of a large amount of gravel dumped by a dump truck in the westbound lanes of Dundee, just west of Kennicott.

A significant amount of gravel was on the road causing a skid risk at rush hour. The gravel dust was also blowing in the eyes of pedestrians near the intersection.

Police put flares down so other calls could be handled. Police learned from Arlington Heights public works that the cleanup job was the responsibility of IDOT.

Minor traffic delays at westbound Dundee.
