Arlington Heights police received a report about 8:50 a.m. Friday that an 800-pound Hobart Mixer that was chained to a pipe in the back of Pamela’s Parkside Grill, 27 West Campbell Street was reported stolen. Restaurant mixers range in price from about $2,500 to $17,000.

Hobart Legacy Medium Planetary Pizza Mixers 150140 are listed on Amazon on today’s date for $17,196.03. The shipping weight for the product is listed at 866 pounds. The product is a unit that stands on the floor and has dimensions of 61.30″ height, 23.27″ width, and 40.66″ depth. No confirmation that this is the exact product, but presumably the description is a match.

Arlington Heights police received a report about 1:25 a.m. Friday, August 27, 2010 of a vehicle burglary-in-progress in an apartment parking lot at Stonebridge Village Apartments in the 600 block of West Rand Road. Two offenders on bicycles approached a silver 2001 Ford Explorer. The first offender entered the unlocked Ford Explorer while the second offender stood watch. The vehicle owner was nearby with a friend and confronted the offenders. The friend called 9-1-1. The second offender immediately rode away and there was a short struggle with the first offender, who was held down for a short period of time. The first offender struck the vehicle burglary victim and escaped on his bicycle. The first offender was holding an unknown metal object — possibly a knife.

The first offender was described as a male/white, 18-19 year-old, about 5’7″ with a husky build and sandy blonde curly hair. He was wearing a black shirt, gray jeans and glasses. The first offender was last seen heading toward the 700 building of Stonebridge across from Barnaby’s. No detailed description was available for the second offender, except that he had a blue-and-white striped backpack. The second offender fled northeast toward the field under the Com Ed high-tension towers and lines. Both of the offenders had small BMX style bicycles.

While police were searching for the suspects they found at about 1:35 a.m. an injured, intoxicated male that fell at Hintz and Patton Avenue. Paramedics responded to the aid of the fallen man, who was bleeding from the head.

Burglary Prevention Tips …
Don’t keep a house key hidden outside.

Keep irreplaceable items in a high quality fire resistant safe or in off-site safety deposit box.

Maintenance … Keep trees and shrubs trimmed to prevent anyone from hiding near your house. Don’t let mail or newspapers pile up. Avoid leaving a driveway or sidewalk with snow cover for prolonged periods. Burglars look for these signs.

Exterior Doors
Install heavy duty dead bolts and reinforced door jams.

Install exterior doors at least 1-3/4 inch thick and made from solid wood or reinforced with metal.

Door locks that can be reached internally by breaking a window should have a keyhole, not a latch, on the inside.

Reinforce sliding glass doors with a stick or rod. Prevent sliding glass doors from being lifted out of frame.

Keep exterior doors well lit.

Prevent access through a mail slot, dryer vent, or pet entrance.

Garage
Keep your car locked inside the garage.

Use a heavy duty dead bolt on interior door between the garage and the house.

Automatic door openers.
Change the security code from the preinstalled settings.

Windows
Use devices that lock windows in the frame in the closed and open position.

Inventory
Take a household inventory, preferrably with video documentation.

Mark important items with permanent identifying mark, such a a driver’s license number.

Alarm System …
Professionally Installed
Use an alarm system that is connected to a 24-HR security monitoring center that notifies the police department in case of alarm activation.

Test your alarm regularly and keep your emergency contact numbers updated.

Ahmed Mohamed Nasser al Soofi, of Detroit, MI, and Hezem al Murisi were taken off a Chicago-to-Amsterdam United Airlines flight in the Netherlands and have been charged by Dutch police with “preparation of a terrorist attack.”

The men are suspected of traveling with “mock bombs” in their luggage and were arrested Monday morning at Schiphol Airport in Amsterdam.

The two men — possibly from Yemen — were allowed to board the flight at O’Hare airport last night despite security concerns surrounding al Soofi.

Airport security screeners in Birmingham, Alabama first stopped al Soofi and referred him to additional screening because he was wearing “bulky clothing” — a risk factor for terror suspects. He was also found to be carrying $7,000 in cash. A security check of his luggage found a cell phone taped to a Pepto-Bismol bottle, three cell phones taped together, several watches taped together, a box cutter and three large knives.

There were no indications of explosives and al Soofi and his luggage were cleared for the flight from Birmingham to Chicago O’Hare.

In Chicago, al Soofi checked his luggage on a flight to Washington’s Dulles airport for connections on flights to Dubai and then Yemen, even though he did not board the flight himself.

Under close scrutiny, officials noticed al Soofi was joined by the second man, Al Murisi, and boarded the United flight from Chicago to Amsterdam.

When U.S. Customs and Border officials learned al Soofi was not on the flight from Dulles to Dubai, the plane with the luggage was ordered to return to the gate so his luggage could be removed and checked. Additional screening found no evidence of explosives.

Both men were detained by Dutch authorities at the request of United States officials when the United flight landed in Amsterdam.

No rules prohibit carrying knives or taped cell phones and watches in checked baggage.

Buffalo Grove police arrested a DUI driver about 1:25 a.m. Tuesday at Dundee Road and Golfview. Police transported the driver in custody to Buffalo Grove police headquarters. The driver’s vehicle was towed to a police holding area.

Reasonable Suspicion to Investigate A Driver for DUI

Driving under the influence of alcohol to the extent that mental or motor skills are impaired is illegal in all jurisdictions in the United States. There are several traffic situations when a police officer comes into contact with a driver, and then follows procedures which lead to a DUI arrest:

The driver has been involved in an automobile accident and the officer has responded to the accident scene and is conducting an investigation.

The driver has been stopped at a sobriety checkpoint (also known as roadblocks).

The police have received a report, possibly via 9-1-1 from an anonymous citizen, that a driver appears to be DUI. The police officer usually verifies the erratic driving before makeing the traffic stop.

The patrol officer has observed erratic, suspicious driving, or a series of traffic infractions indicating the possibility that the driver may be impaired. This is by far the most common reason for stopping a suspect.

A police officer has stopped a vehicle for a lesser traffic offense and notices the signs of intoxication.

The following list of DUI symptoms, from a publication issued by the National Highway Traffic Safety Administration (DOT HS-805-711), is widely used in training officers to detect drunk drivers. After each symptom is a percentage figure which, according to NHTSA, indicates the statistical chances (%) through research, that a driver is over the legal limit.

Turning with wide radius,	65

Straddling center or lane marker,	65

Appearing to be drunk,	60

Almost striking object or vehicle,	60

Weaving,	60

Driving on other than designated roadway,	55

Swerving,	55

Slow speed (more than 10mph below limit),	50

Stopping (without cause) in traffic lane,	50

Drifting,	50

Following too closely,	45

Tires on center or land marker,	45

Braking erratically,	45

Driving into opposing or crossing traffic,	45

Signaling inconsistent with driving actions,	40

Stopping inappropriately (other than in lane),	35

Turning abruptly or illegally,	35

Accelerating or decelerating rapidly,	30

Headlights off,	30

If the officer observes enough to have a reasonable suspicion to legally justify a further detention and investigation, he will ask the driver to step out of the vehicle.
Reasonable suspicion requires less evidence than probable cause, but more than a mere hunch. A rule of thumb is that reasonable suspicion requires 25 % proof, and probable cause requires more than 50 % statistical chance. Therefore, if there is probable cause for arrest for DWI, as suggested by the research and examples used above, then there is reasonable suspicion to stop a driver.

Investigation
A police officer typically approaches the driver’s side window and asks some preliminary questions. During this phase of the traffic stop the officer will note if they detect any of the following indicators of intoxication

odor of an alcoholic beverage on the driver’s breath or in the car generally

slurred speech in response to the questioning

watery, blood shot, and/or reddish eyes

flushed face

droopy eyelids

difficulty in understanding and responding intelligently to question

fumbling with his or her driver’s license and registration

the plain-view presence of containers of alcoholic beverages in the vehicle.

admission of consumption of alcoholic beverage

Elgin Police Department is investigating a scam case that cost an elderly Elgin woman $5,500. The woman received a phone call August 23, 2010 about 9:10 a.m. from a man claiming to be the police that said her grandson was in jail and needed $2,800 for bail money and drug tests. A male voice in the background called out ‘grandma’ during the phone conversation. The woman wired $2,800 through Elgin Western Union and then an additional $2,700 after the offenders asked for more money.

The scam is known as the ‘Grandparent Scam’ or the ‘Emergency Scam.’

Tips to protect against this the ‘Grandparent Scam:

• Don’t fill in the blanks for the caller: If the scammer asks a leading question “Hello grandma; do you know who this is?” and he is provided with a name, he might go with that name. Ask a lot of questions, and those questions that have answers only your family should know: “Which grandson has been arrested this time?” You’ll learn quickly enough if it’s a con artist.

• Do whatever is necessary to obtain and confirm your relative’s whereabouts. Get off the phone as soon as possible and call your grandchild’s parents or your grandchild’s home, school or work to verify what you’ve been told.

• Don’t wire money. If a caller asks for your bank account number or urges you to wire money for any reason, it’s most likely a scam. Cons prefer wire transfers because they are fast, and funds can be picked up easily and just about anywhere.

If you are victim of a scam, make note of the caller ID number — if available — and report the incident to the police by calling 9-1-1. Most likely the call is blocked and shown as an ‘Unknown Caller.” Keep in mind that it is possible to fake a caller ID number — a procedure known as spoofing caller ID.

If you are a victim of this scam, file a complaint with the Federal Trade Commission at www.ftc.gov, 877-382-4357 (877-FTC-HELP).

Arlington Heights police received a report about 10:40 p.m. Sunday that an 18-year-old male with long hair and no shirt was standing in the resident’s living room in the 400 block of West Campbell Street. The elderly woman looked in the living room after she heard a lamp fall. She then retreated to her bedroom and called 9-1-1. Arlington Heights police were on the scene within three minutes. An officer parked near the house saw a man fitting the description walk out of the house about four minutes after the resident called police.

Police set up a perimeter around the house and followed the man, who was described as a male/white, 18-to-19-years-old, with long hair and no shirt. Police stopped the man on Wing Street as he was walking westbound in the 400 block just before 10:50 p.m. He was arrested after police drove the victim to the Wing Street scene and confirmed a positive identification of the suspect.

The male/white suspect was transported in custody to Arlington Heights police headquarters. No items were reported stolen and the man, who was actually in his 30′s and intoxicated, was charged with trespassing.

Arlington Heights police arrested a DUI driver about 12:15 a.m. Saturday on Wilke Road, just north of Northwest Highway. The driver was transported in custody to Arlington Heights Police Headquarters. The driver’s tan Honda Accord was towed to a police holding area.

Fox out at night in April 2010 near Trader Joe’s on Rand Road in Arlington Heights.

Arlington Heights police checked out a report of a coyote at Windsor School near Windsor and Miner Street. Police determined the animal was a fox and was likely living under a mobile classroom facility near the permanent school building. Unknown if any management of the animal is ongoing or planned.

There have been two reports of injured foxes on the north side of town recently. Coyotes were sighted and captured at Arlington Park Racetrack in 2009 on August 12. A coyote wandered into a Quiznos at 37 East Adams Street in downtown Chicago Tuesday, April 3, 2007. And seven coyotes were removed from Arlington Heights in March 2006 after a resident reported seeing two coyotes following children near Greenbrier School.

Police help a couple out of town by calling a cab for them and waiting outside in front of Old Navy after they were reported to be fighting in a fitting room (Female is apparently at left with stroller. The male walked away from the scene into the parking lot).

Arlington Heights police received a report about 1:10 p.m. Friday of a disturbance in a fitting room at Old Navy on East Rand Road in Arlington Heights. Police were already en route to the location for a report of a child left in a car alone. Then police received a report of a fight in a fitting room in the middle of the store.

One officer caught up with an adult in a cell phone store, who is apparently responsible for a child and an infant that were left in a vehicle unattended. That vehicle was described as a silver minivan with the windows rolled up. Police were working on a report with that adult subject.

Another three officers responded to the fight in the fitting room. A female/white and a male/white were apparently fighting with a child in a stroller. No arrests, but police helped the couple and their child get home by calling a taxi.

Three police cars in front of Old Navy and a fourth car (not shown out in the parking lot) on two different calls at Northpoint.
