				<content:encoded><![CDATA[<p>The Arlington Heights Police Department will commence specialized traffic enforcement activities relating to the Memorial Day “Click It or Ticket” and “Drive Sober or Get Pulled Over” holiday enforcement campaigns from May 11th through Memorial Day. Enforcement activities will include numerous seatbelt enforcement zones, impaired driving saturation patrols, and a Roadside Safety Checkpoint. The checkpoint will take place on May 17, 2013 on Arlington Heights Road south of Algonquin Road.</p>
<p>Officers working the campaigns will be attempting to identify and cite motorists who choose to drive without using their safety belts, are driving under the influence of alcohol or drugs, or are committing other traffic-related offenses.</p>
<p>Over 500 local law enforcement agencies across the state will be participating, along with the Illinois State Police and the Illinois Department of Transportation. The campaigns are funded with federal traffic safety funds from the National Highway Traffic Safety Administration, which are administered through the Illinois Department of Transportation – Division of Traffic Safety. </p>
<p>Arlington Heights police were already busy with five DUI arrest last Sunday &#8212; Mother&#8217;s Day. Police arrested five DUI drivers between midnight and 5:00 a.m. Three were arrested within about 30 minutes &#8212; two at George Street and one at Arlington Heights Road and Northwest Highway. <p>A new study funded by AT&#038;T has discovered that adults text while driving more than teens. The study was taken from a pool of 1,011 consumers.</p>
<p>According to the survey in the study, nearly half of all adults text while driving, whereas slightly fewer (43 percent) of teens admit to texting while driving. A disregard for the law is evident with 98 percent adults, who text while driving, admitting that they know it’s wrong but still do it.</p>
<p>The Centers for Disease Control reports that about nine people are killed in texting-related accidents each day, with 1,060 injured in texting-related crashes.</p>
<p>Texting while driving increases the risk of a crash 23 times higher than driving while not distracted.</p>

Enforcement activities will include numerous impaired driving saturation patrols and two Roadside Safety Checkpoints. The checkpoints will occur during the evenings of March 15th and 16th and will be located on Arlington Heights Road south of Algonquin Road. </p>
<p>Officers working the campaign will attempt to identify and cite motorists who choose to drive while under the influence of alcohol and/or drugs, without using their safety belts, and who commit other traffic-related offenses including but not limited to equipment, registration, driver’s license, and insurance violations.</p>
<p>The St. Patrick’s Day Drive Sober or Get Pulled Over enforcement campaign is funded by federal traffic safety funds from the National Highway Traffic Safety Administration, which are administered through the Illinois Department of Transportation – Division of Traffic Safety.</p>

				<content:encoded><![CDATA[<p>The Arlington Heights Police Department recently completed enforcement activities relating to IDOT’s designated Christmas – New Year’s Holiday Enforcement Campaign. The campaign began December 17, 2012 and ended January 01, 2013. During the campaign, six 4-hour DUI Roving Saturation Patrols were conducted. The primary focus was to identify and apprehend motorists who chose to drive while under the influence of alcohol and/or drugs, without using their safety belts, or were committing licensing, equipment or other miscellaneous Illinois Vehicle Code traffic violations. </p>
<p>Enforcement activities resulted in the following cumulative arrests and citations:</p>
<p> 1 = Driving Under the Influence of Alcohol Arrest<br />
 1 = Possession of a Controlled Substance Arrest<br />
 2 = Driving While License Expired Arrests<br />
17 = Speeding Violations<br />
13 = Other Miscellaneous Traffic Violations</p>
<p>The Arlington Heights Police Department is committed to traffic safety and will continue to be an active participant in IDOT’s grant program by participating in the St. Patrick’s Day “Drive Sober or Get Pulled Over” holiday enforcement campaign in March. </p>

				<content:encoded><![CDATA[<p>In an effort to curb dangerous or drunk driving, the Cook County Sheriff’s Police and the Illinois State Police Departments will conduct a random roadside safety checkpoint near the intersection of Route 68 (Dundee Road) and Route 53 in Palatine Township tonight, according to the Office of Sheriff Thomas J. Dart.</p>
<p>During the safety check, vehicles will be stopped randomly based on the flow of traffic. Drivers will be screened for proper licensing and registration while all vehicles will be checked for equipment and other violations. Also, any suspicious passengers will be subject to scrutiny by police.<br />
The Sheriff’s Random Roadside Safety Check Program is conducted regularly across Cook County in an effort to promote safe driving.</p>

				<content:encoded><![CDATA[<p>The Arlington Heights Police Department is conducting traffic enforcement efforts through a Sustained Traffic Enforcement Program (STEP) Grant awarded to the Village by the Illinois Department of Transportation (IDOT), Division of Traffic Safety. The purpose of the grant is to reduce personal injury and fatal traffic accidents through increased traffic enforcement efforts. The grant supplements current law enforcement activities relating to traffic safety over a one-year period for various different enforcement campaigns designated by IDOT. The campaigns coincide with selected holiday periods in which there is a documented increase of traffic-related crashes and injuries.  </p>
<p>The Department will commence traffic enforcement activities relating to IDOT’s Christmas &#038; New Year’s Holiday Enforcement Campaign now through January 1, 2013. Enforcement activities will include numerous impaired driving saturation patrols. Officers working these patrols will attempt to identify and cite motorists who choose to drive while under the influence of alcohol and/or drugs, without using their safety belts, or are committing other traffic-related offenses including but not limited to equipment, registration, driver’s license, and insurance violations.</p>

				<content:encoded><![CDATA[<p>On December 15th, 2012, at 6:45 a.m., at the Arlington Heights Target Store, 1900 E Rand Road,  Arlington Heights Fraternal Order of Police Lodge 80 and Target will host their annual &#8220;Shop With A Cop&#8221; event.</p>
<p>The purpose of this event is to promote a positive image of the Arlington Heights Police Department and the entire police community. We realize the public does not always get to see the police in ideal situations. With this in mind, Shop With A Cop places a child from the Arlington Heights community with an Arlington Heights police officer and together they will shop for holiday gifts.</p>
<p>This year we will be providing 12 children, ages 7-10, with $100 Target gift cards. Students from John Hersey High School will be present and assist with shopping and gift wrapping.</p>
<p>Thanks go to Target, FOP Lodge 80, Arlington Heights School District 25, John Hersey High School students and High School District 214 for helping make this program a success.</p>

				<content:encoded><![CDATA[<p>The Arlington Heights Police Department recently completed enforcement activities relating to IDOT’s designated Thanksgiving Holiday Enforcement Campaign. The campaign began November 13, 2012 and ended November 25, 2012. During the campaign, five DUI Roving Saturation Patrols and six Safety Belt Enforcement Zones were conducted. The primary focus was to identify and apprehend motorists who chose to drive while under the influence of alcohol and/or drugs, without using their safety belts, or were committing licensing, equipment or other miscellaneous Illinois Vehicle Code traffic violations. </p>
<p>The combination of enforcement activities resulted in 82 cumulative arrests (2) and citations(80):</p>
<p>1 = Driving Under the Influence of Alcohol Arrest</p>
<p>1 = Driving While License Suspended/Revoked Arrest</p>
<p>11 = Speeding Violations<br />
44 = Seat Belt Violations<br />
25 = Other Miscellaneous Traffic Violations</p>
<p>The Arlington Heights Police Department is committed to traffic safety and will continue to be an active participant in IDOT’s grant program by participating in the upcoming Christmas and New Year’s “Drive Sober or Get Pulled Over” holiday enforcement campaign.</p>

Officers working these additional patrols will attempt to identify and cite motorists who choose to drive while under the influence of alcohol and/or drugs, without using their safety belts, or are committing other traffic-related offenses including but not limited to equipment, registration, driver’s license, and insurance violations.</p>

<p>Smith &#038; Wesson is a manufacturer of firearms in the United States founded in 1852. The corporate headquarters for Smith &#038; Wesson is in Springfield, Massachusetts. Smith &#038; Wesson&#8217;s pistols and revolvers have become standard issue to police and armed forces around the world, and are used by sport shooters. Smith and Wesson&#8217;s .44 Magnum was featured in Clint Eastwood&#8217;s Dirty Harry. </p>
<p>Bloomberg claims New York City is the safest large U.S. city, that shooting incidents are down this year compared to last, and fewer than 312 murders with guns have occurred so far this year &#8212; an 18% drop from same time last year. Chicago was over 400 by early October 2012.</p>

				<content:encoded><![CDATA[<p>PALATINE, IL- State Senator Matt Murphy (R-Palatine) is encouraging area residents attending colleges and their loved ones to attend a special presentation aimed at raising awareness of violence on college campuses.</p>
<p>“Break The Silence on Campus Violence” will be held on Wednesday, October 17 from 4:30 to 6:30 pm at Harper College’s Wojcik Center (1200 W. Algonquin Road) in room 102. It is being sponsored by Northwest Suburban Alliance on Domestic Violence and Harper College and other universities.</p>
<p>“As someone with children preparing for college, I know this is an issue at the forefront of parents’ minds,” said Murphy, Chairman of the Northwest Suburban Alliance on Domestic Violence. “Our hope is this seminar will arm both parents and their children with the knowledge necessary to keep students safe.”</p>
<p>Laura Anne Stuart, sexual health education and violence prevention coordinator at Northwestern University Health Services will be presenting information on domestic violence on college campuses. Immediately following the presentation, a panel discussion will address how violence is handled on college campuses. The Harper College Human Services Club will present a skit showing how violence in relationships affects students during their college years.</p>

<p>The Drug Enforcement Administration (DEA) has scheduled the National Prescription Drug Take-Back Day which will take place on Saturday, September 29, 2012, from 10:00 a.m. to 2:00 p.m. This is a great opportunity for those who missed the previous events, or who have subsequently accumulated unwanted, unused prescription drugs, to safely dispose of those medications.</p>
<p>The last event, which received an overwhelming response nationawide, was on April 28, 2012.</p>

				<content:encoded><![CDATA[<p>The Arlington Heights Police Department recently completed enforcement activities relating to the Illinois Department of Transportation’s “Drive Sober or Get Pulled Over” Labor Day holiday enforcement campaign. The campaign began August 24, 2012 and ended September 3, 2012. During the campaign, three Roadside Safety Checks and several DUI Roving Saturation Patrols were conducted. One of the Roadside Safety Checks was a joint effort with the Elk Grove Police Department. The primary focus of all efforts was to identify and apprehend motorists who chose to drive while under the influence of alcohol and/or drugs, without wearing their seat belts, and those committing licensing, equipment and other miscellaneous Illinois Vehicle Code traffic violations. </p>
<p>Enforcement efforts resulted in the following cumulative arrests and citations: </p>

(Includes one Poss. of Controlled Substance w/Intent to Deliver)<br />

<p>The Arlington Heights Police Department and Park District are teaming up for National Night Out, Tuesday, August 7, from 5:30 – 8:30 p.m. in North School Park, Miner Street and Arlington Heights Road. The event, which is annually sponsored by the National Association of Town Watch and Target Stores, is held to heighten awareness of crime prevention and to generate support in anticrime programs.</p>

<p>The Village of Arlington Heights event has received national recognition every year from 2005 to 2011. The Arlington Heights event is compared to other events in jurisdictions with populations between 50,000 and 99,000.  The Arlington Heights NNO celebration has moved up the rankings each year.  In 2011 our event was ranked 15th nationally and the highest in Illinois for our category.</p>

<p>National Night Out will be bigger and better in 2012.  The following will be part of the event:</p>
<p>• Illinois CHIP Program sponsored by the Illinois Masons will provide parents with a free disc containing their child’s fingerprints, photograph and voice sample. A DNA sample can also be requested.</p>
<p>• The Arlington Heights Police Department K-9 unit will conduct a full demonstration which includes bite and drug work.  There will also be police representatives from the following specialty assignments:  Accident Reconstruction, Financial Crimes, Child Safety Seat technicians, Crime Prevention, Forensics, Traffic, and Animal Welfare.</p>
<p>• The Arlington Heights Fire Department will conduct a repelling victim rescue demonstration.  They will also have several vehicles on display.</p>
<p>• The Cook County Sheriff’s Bomb Squad will display their equipment which may include an isolation chamber and robot.</p>
<p>• Illinois State Police DUI golf cart course will be one of the attractions.</p>
<p>• Village of Arlington Heights Engineering Department will be sponsoring a child fun photo booth.</p>
<p>• The Arlington Heights Police Department Traffic Unit will demonstrate their motorcycle skills.</p>
<p>• The American Red Cross is displaying their disaster command post vehicle.</p>
<p>• The United States Army will be bringing numerous vehicles, various combat simulators and a football toss game.</p>
<p>• The Union Pacific Railroad will have an informational display.  </p>
<p>• The Arlington Heights Park District will provide free beverages and food items, children’s games, business expo and other fun activities.<br />
There will be much more than what was listed above. </p>

<p>National Night Out is a community-police awareness event in the US, held the first Tuesday of August. (Texas has the option to use the alternate date of Tuesday, October 4, 2011, in case of hot weather.)</p>
<p>National Night Out has been held annually since 1984 and is sponsored by the National Association of Town Watch in the United States and Canada. National Night Out or NNO main objectives are to increase awareness about police programs in communities, such as drug prevention, town watch/Neighborhood Watch, and other anti-crime efforts.</p>

				<content:encoded><![CDATA[<p>The Village of Arlington Heights has received complaints about electricity supply solicitors. Some of these solicitors are misrepresenting themselves as &#8220;the Village&#8217;s new supplier.&#8221; </p>
<p>Last spring, following passage of the referendum, the Village of Arlington Heights signed a contract with Integrys Energy Services. Residents received a letter from Integrys giving them the option of opting-out of the switch; everyone who did not opt-out has already been switched to Integrys for energy supply. </p>
<p>Integrys has not and will not do any soliticitation of residents, either over the phone, or door-to-door. Any solicitor identifying themselves as being with &#8220;the Village&#8217;s electric supplier&#8221; is being dishonest. </p>
<p>Other electricity suppliers may solicit for customers; door-to-door solicitors must obtain a permit within the Village of Arlington Heights.</p>
<p>If you receive any type of solicitation from an electricity supplier, the option of signing a contract is up to you. Keep in mind that if you have been switched to Integrys, and decide to switch again to another supplier, you may be charged an early termination fee. </p>

<p>The events will feature child fingerprinting, coloring and button art, and child safety materials.</p>
<p>Take 25 aims to heighten awareness of children&#8217;s personal safety issues. With a focus on prevention, the campaign encourages parents, guardians, and other role models to spend time talking to kids to teach them ways to be safer. The name is derived from the promotion that all parents and guardians take 25 minutes to talk to children about safety and important ways to prevent child abduction.</p>
<p><strong>Discussion guidelines for talking to children about safety from the National Center for Missing &#038; Exploited Children &#8216;Take 25&#8242; initiative &#8230;</strong></p>
<p><strong>Be Prepared</strong><br />
Spend some time to review safety information before you communicate it to your children. That way, you’ll be better able to talk about the topic in a calm, reassuring manner.</p>
<p><strong>Consider your child’s age</strong><br />
Gear discussions to your child’s level, taking into account their age and understanding. For instance, a typical four-year-old won’t sit through long explanations or retain a lot of information, so simple visuals and activities can be useful in capturing their interest.</p>
<p><strong>Seize opportunities</strong><br />
Instead of waiting for “the right time” to talk to kids, make the most of everyday moments. A relaxed family meal provides the perfect opportunity to get kids to tune into safety messages, especially when favorite foods are on the menu. A car ride to school offers another great chance to talk to kids about safety.</p>
<p><strong>Be open</strong><br />
Encourage your children to talk openly about their questions and worries. Let them know you care about what happens to them by setting clear rules, but try not to lecture or criticize.</p>
<p><strong>Have fun</strong><br />
Child safety is a serious subject, but that doesn’t mean you can’t have an enjoyable time talking about it with your kids. Sing songs, tell stories, play games and interact with your kids in a way that makes them feel safe and loved. You’ll also help reinforce the message if you’re consistent in your approach.</p>

				<content:encoded><![CDATA[<p>The Arlington Heights Police Department is conducting traffic enforcement efforts through a Sustained Traffic Enforcement Program (STEP) Grant awarded to the Village by the Illinois Department of Transportation (IDOT), Division of Traffic Safety. The purpose of the grant is to reduce personal injury and fatal traffic accidents through increased traffic enforcement efforts. The grant supplements current law enforcement activities relating to traffic safety over a one-year period for various different enforcement campaigns designated by IDOT.  The campaigns coincide with selected holiday periods in which there is a documented increase of traffic-related crashes and injuries.  The campaigns rotate the themes of “Click It or Ticket” and “Drive Sober or Get Pulled Over.”  </p>
<p>The Department will commence traffic enforcement activities relating to IDOT’s Memorial Day campaign on Friday, May 11, 2012 and will continue doing so through Memorial Day, May 28, 2012. Enforcement activities will include numerous “Roving Saturation Patrols” and “Safety Belt Enforcement Zones”, which will be conducted at various locations and time frames throughout the village. Additionally, a “Roadside Safety Check” will be conducted on Friday, May 11, 2012 from 11:00 PM to 3:00 AM on Arlington Heights Road north of Interstate 90. The primary focus of all respective enforcement efforts will be to identify motorists who choose to drive while under the influence of alcohol and/or drugs, without using safety belts, and other offenses such as equipment, driver’s license, registration, and insurance violations.</p>

				<content:encoded><![CDATA[<p>Registered sex offenders living in Unincorporated Cook County were once again notified to check in with the Sheriff’s Office, in order to re-register, Cook County Sheriff Thomas J. Dart announced today.</p>
<p>Notifications went out to all registered sex offenders in Unincorporated Cook County that they were required to appear in one of 4 chosen locations on April 21st, between 11:00am and 7:00pm to re-register as a sex offender in Illinois. State law requires that all sex offenders in Illinois re-register once a year, with their respective law enforcement agencies. The Cook County Sheriff’s Office usually requires sex offenders to do this at least two times a year.</p>
<p><span id="more-52487"></span><br />
In addition to re-registering, the offenders are each required to view a video which reiterates the responsibilities and rules they are required to know and follow, as a sex offender in Illinois. Including, but not limited to, restrictions on the proximity of their home address in relation to parks and schools; employment restrictions; internet restrictions and updating their home address and employment information on a regular basis. It also explains any new laws that have been put in place that they need to be aware of.</p>
<p>In total, there are 63 registered sex offenders in Unincorporated Cook County and 13 in Ford Heights that the Sheriff’s Office is responsible for keeping track of. All 76 were accounted for and re-registered.</p>
<p>In addition to random check-ins, the Sheriff’s Office also conducts unannounced visits to sex offenders homes throughout the year to ensure that they are all in compliance with the rules and regulations they are required to follow.</p>

<p><strong>Reasonable Suspicion to Investigate A Driver for DUI</strong></p>
<p>Driving under the influence of alcohol to the extent that mental or motor skills are impaired is illegal in all jurisdictions in the United States. There are several traffic situations when a police officer comes into contact with a driver, and then follows procedures which lead to a DUI arrest:</p>
<ol>
<li> The driver has been involved in an automobile accident and the officer has responded to the accident scene and is conducting an investigation.</li>
<li> The driver has been stopped at a sobriety checkpoint (also known as roadblocks).</li>
<li> The police have received a report, possibly via 9-1-1 from an anonymous citizen, that a driver appears to be DUI. The police officer usually verifies the erratic driving before makeing the traffic stop.</li>
<li> The patrol officer has observed erratic, suspicious driving, or a series of traffic infractions indicating the possibility that the driver may be impaired. This is by far the most common reason for stopping a suspect.</li>
<li> A police officer has stopped a vehicle for a lesser traffic offense and notices the signs of intoxication.</li>
</ol>
<p>The following list of DUI symptoms, from a publication issued by the National Highway Traffic Safety Administration (DOT HS-805-711), is widely used in training officers to detect drunk drivers. After each symptom is a percentage figure which, according to NHTSA, indicates the statistical chances (%) through research, that a driver is over the legal limit.</p>
<ol>
<li> Turning with wide radius,	65</li>
<li> Straddling center or lane marker,	65</li>
<li> Appearing to be drunk,	60</li>
<li> Almost striking object or vehicle,	60</li>
<li> Weaving,	60</li>
<li> Driving on other than designated roadway,	55</li>
<li> Swerving,	55</li>
<li> Slow speed (more than 10mph below limit),	50</li>
<li> Stopping (without cause) in traffic lane,	50</li>
<li> Drifting,	50</li>
<li> Following too closely,	45</li>
<li> Tires on center or land marker,	45</li>
<li> Braking erratically,	45</li>
<li> Driving into opposing or crossing traffic,	45</li>
<li> Signaling inconsistent with driving actions,	40</li>
<li> Stopping inappropriately (other than in lane),	35</li>
<li> Turning abruptly or illegally,	35</li>
<li> Accelerating or decelerating rapidly,	30</li>
<li> Headlights off,	30</li>
</ol>
<p>If the officer observes enough to have a reasonable suspicion to legally justify a further detention and investigation, he will ask the driver to step out of the vehicle.<br />
Reasonable suspicion requires less evidence than probable cause, but more than a mere hunch. A rule of thumb is that reasonable suspicion requires 25 % proof, and probable cause requires more than 50 % statistical chance. Therefore, if there is probable cause for arrest for DWI, as suggested by the research and examples used above, then there is reasonable suspicion to stop a driver.</p>
<p><strong>Investigation</strong><br />
A police officer typically approaches the driver&#8217;s side window and asks some preliminary questions. During this phase of the traffic stop the officer will note if they detect any of the following indicators of intoxication</p>
<ol>
<li> odor of an alcoholic beverage on the driver&#8217;s breath or in the car generally</li>
<li> slurred speech in response to the questioning</li>
<li> watery, blood shot, and/or reddish eyes</li>
<li> flushed face</li>
<li> droopy eyelids</li>
<li> difficulty in understanding and responding intelligently to question</li>
<li> fumbling with his or her driver&#8217;s license and registration</li>
<li> the plain-view presence of containers of alcoholic beverages in the vehicle.</li>
<li> admission of consumption of alcoholic beverage</li>
</ol>
