Arlington Heights police were working a suspected DUI driving arrest about 4:00 a.m. Saturday, January 7, 2017 at Rand Road and Thomas Street near the border of Arlington Heights and Prospect Heights when Palatine resident Phillip A. Jacobs, II, age 26, began to resist arrest.

Phillip A. Jacobs, II, had been pulled over on a traffic stop near Rand Road and Thomas Street after a police officer observed improper lane usage.

According to the police report, the officer smelled a strong odor of alcohol, and when the driver was told to exit the vehicle, he agreed, but was hesitant. Then when the police officer explained why he was stopped, Phillip A. Jacobs, II, became upset. He also declined to take a field sobriety test.

The officer prepared to transport the suspected DUI driver to Arlington Heights Police Department Headquarters, and the police officer handcuffed Jacobs. When the police officer started to put Phillip A. Jacobs, II, into the police car, Jacobs allegedly wrapped his leg around the police officer in attempt to resist. The suspect then engaged in a scuffle with the officer, but police were able to detain the suspect.

Phillip A. Jacobs, II, 26, was charged with aggravated battery, drunken driving, possession of a controlled substance, possession of cannabis, transportation of open liquor, illegal lane usage, and driving an uninsured vehicle.

Phillip’s bond was set at $5,000 by a Cook County judge at a bail hearing on Sunday, January 8, 2017. Phillip A. Jacobs, II, is scheduled to appear at the Rolling Meadows courthouse at 9:00 a.m. on February 6, 2017.
