Justin Bieber Complaint/Arrest Affidavit for Janurary 23, 2014 at 4:13 a.m. at 300 41st Street Block in the CIty of Miami Beach, Florida. Charged with resisting arrest without violence, DUI, and driving with expired license (greater than 6 months). Officer Cosner reported he observed two vehicles start a contest of speed (drag racing) from a start. Both vehicles were estimated to attain a speed of 55-60 mph in a residential area with a speed limit of 30 mph.
