The offending vehicle was described as a blue Ford Explorer.
The offending driver was described as a male/white/Hispanic, age 30-40, with a shaved head, wearing a white sleeveless T-shirt.
The vehicle was last seen southbound on Wheeling Road from Dundee Road.
