Vladimir Putin – a major player who could keep nukes from terrorists – skips Obama’s summit on nuclear security.

Barack Obama welcomes more than 50 world leaders to Washington on Thursday ahead of his fourth and final nuclear security summit, but the country’s leader that shares 90 percent of the world’s nuclear arsenal will not be attending.

Experts warn that much of the world’s plutonium and highly enriched uranium is still vulnerable to theft at thousands of sites at universities and hospitals.
