A Cleveland sewer crew found an 18-inch alligator in a creek on Thursday. The gator was nearly frozen, but has since been revived.
New rules and fees for registering exotic animals just went into effect on Monday, so officials believe someone may have dumped the alligator to avoid fees.
The alligator is in a rehab facility in Cuyahoga Heights, Ohio.
